during a ward-focused organics pilot program in Ward 10,
THEREFORE BE IT RESOLVED THAT Committee recommendation #2
be amended to include that City Staff conduct a full evaluation of the organics
program six months after initial implementation with a report back to Planning
and Environment Committee that:
i)
specifically identifies any problem areas, including
diaper disposal, and makes recommendations as to how these issues will be
addressed;
ii)
recommends an optimal start date for the City of Ottawa
to move to bi-weekly residual garbage collection.

education, attributed to waste management services be exempted under the
Municipal Capital Facilities Agreement;

subsequent enactment of a by-law in accordance with the requirements of the Municipal

4. The authorization for the City Manager to finalize and
execute the Municipal Capital Facilities Agreement on behalf of the City.
4. LANSDOWNE PARK – CCEA LICENSE AGREEMENT

Approve that the
License Agreement between the City and the Central Canada Exhibition
Association (CCEA) for the use of Lansdowne Park be renewed for 2008 and 2009,
subject to the amendments set out in this Report;

Approve that the
renewed License Agreement provide for optional one-year extensions after 2009
up to a maximum additional term of three (3) years;
3.
Approve that the
renewed License Agreement provide for a 12-month "notice of termination
for convenience" provision in favour of either side, providing however
that such notice could not be given between May 1st and August 31st
in any given year;
4.
Approve that the
baseline annual license fee payable by the CCEA to Lansdowne Park be confirmed
at $375,000 inclusive of an allowance of $25,000 annually in lieu of gate
surcharges; and
5. Provide
continued financial support to the CCEA in the amount of $125,000 for 2008 and
at lesser amounts each successive year of the License Agreement, as set out in
this report, to help off-set a portion of the license fees to be paid by the
CCEA to Lansdowne Park.

needs;

Waive City policy pertaining to the sale of property at
market value and approve the sale of the land, estimated to have a market value

that may be required, subject to the provision of the right to first refusal to

4. Authorize
the Manager of Corporate Development and Environmental Law Division, upon successful
negotiation of the Municipal Housing Project Facilities Agreement with the
proponent, to proceed directly to Council to authorize the project specific
Municipal Housing Project Facilities by-law, by way of placing the by-law on
the Order of the Day for enactment, within the limits set by the negotiated
agreement, the recommendations in this report, and the Municipal Housing

1. Retain W.F. Baird & Associates to evaluate the current state of the river, determine the impacts of inputs (i.e. CSOs, storm water inputs, creek discharges, R.O. Pickard Centre effluent discharge), and assist staff with the evaluation of water quality improvements;
2. Bring forward a report to Planning and Environment Committee, at the same time as the interim report in Fall 2008, providing information on the cost, process, staffing effects, etc. on the ability of the City of Ottawa to eliminate any overflow to water bodies from the combined sewer areas;
3. Establish $20 million in the 2009
Budget to match the $20 million provided by the Federal Government for
prevention of sewer overflows to the City of Ottawa water bodies. That the $20 million federal contribution be
considered as a down payment in order to address the total cost of river
cleanup; and
4. Request, through the Director of
Water and Wastewater Services and the Committee Chair, that the Federal
Government exercise stewardship in the protection and sustaining of this
essential waterway.

That Council:

amendment to the Permanent Signs on Private Property By‑law 2005 439
to add new Sign Districts and other administrative changes as a result of the
passage of the new Comprehensive Zoning By-law, as detailed in Document 2;
2.
Approve the repeal
of the former zoning designations contained in the Permanent Signs on Private
Property By-law 2005-439, when the new Comprehensive Zoning By-law comes into
full force and effect; and
Until the zoning designations of the new
Comprehensive Zoning By-law receive final approval, authorize staff to apply
the most restrictive provisions in the case of a conflict between sign district.
6. ONTARIO MUNICIPAL BOARD APPEAL - 747

AGRICULTURE AND RURAL AFFAIRS COMMITTEE
RECOMMENDATIONS
That Council:
1. Approve the Ottawa Cycling Plan (OCP),
as prepared by MMM Group, (Document 1) including:
a) The Proposed Cycling Network, as
illustrated in Figure 3-4a, 3-4b and 3-4c;
b) The Proposed Cycling Facility Types, as
illustrated in Figure 3-5a, 3-5b and 3-4c;
c) Policy Recommendations (Document 2);
and,
d) Technical Recommendations (Document 3).
2. Adopt in principle the Cycling Network
10-Year Implementation Plan as illustrated in Figures 6-1a, 6-1b, 6-1c and
Document 4;
3. Approve that City staff consider the
Planning and Design Guidelines of the Ottawa Cycling Plan, when implementing
designated on and off-road cycling facilities as identified in the Cycling
Network.
4. Approve:
a) That the entire Ottawa Cycling Plan,
including the network be reviewed and updated every five (5) years; and,
b) That between formal review periods,
i. Individual network route changes,
additions or deletions be considered when opportunities arise; and,
ii. That authority to implement such
changes to the network be delegated to the Director, Traffic and Parking
Operations Branch.
TRANSPORTATION COMMITTEE RECOMMENDATIONS AS AMENDED
That Council:
1. Approve the Ottawa
Cycling Plan (OCP), as prepared by MMM Group, (Document 1) including:
a)
The Proposed Cycling Network, as illustrated in Figure
3-4a, 3-4b and 3-4c;
b)
The Proposed Cycling Facility Types, as illustrated in
Figure 3-5a, 3-5b and 3-4c;
c)
Policy Recommendations (Document 2); and,
d)
Technical Recommendations (Document 3).
2.
Approve the implementation of the Ottawa Cycling
Plan over an accelerated 5-year period ($26 million over 5 years) with half of
the funding being allocated on the basis consistent with staff recommendations,
and half being used pro-actively to complete priority projects (such as filling
gaps in the cycling network, etc.) as part of the annual capital budget plan;
3.
Approve that City staff consider the Planning and
Design Guidelines of the Ottawa Cycling Plan, when implementing designated on
and off-road cycling facilities as identified in the Cycling Network.
4.
Approve:
a) That
the entire Ottawa Cycling Plan, including the network be reviewed and updated
every five (5) years; and,
b) That
between formal review periods,
i.
Individual network route changes, additions or
deletions be considered when opportunities arise; and,
ii.
That authority to implement such changes to the network
be delegated to the Director, Traffic and Parking Operations Branch.
5. Approve
that east-west routes (e.g. Gladstone from Preston to Elgin) be evaluated for
the feasibility of an on-street dedicated cycling lane separated from regular
traffic by a median and a first pilot project be suggested.
6. Approve
that road resurfacing and repair be prioritized to ensure cycling and transit
routes are top of the list to get new or repaired asphalt.
7. Approve
that the Cycling Network Implementation Plan outline the previously identified
(missing) links with a report back to Transportation Committee on the priority
and timing of these connections.
8. Direct
staff to investigate the implementation of a “smart bike” programme with the
private sector (examples: Montréal, Paris, Lyon – ‘Vélo V’) in support of
Policy recommendations 4 c), 4 d) and 4 e) (Doc. 2) and in support of Section
5.2.3 “Leadership By Example” (page 5-25 Ottawa Cycling Plan) and its Technical
Recommendation 5-16; and that a report be prepared in time for the 2009 Budget
deliberations in the fall of 2008.
9. Approve
that the following motion be referred to the Pedestrian Master Plan:
Whereas the Corktown Bridge has been
very successful;
AND Whereas both Clegg and Fifth are
recommended cycling routes but they are separated by a 2 kilometers detour due
to the Canal;
Therefore Be It Resolved that a
pedestrian and cycling bridge crossing the Canal in the vicinity of Clegg and
Fifth be added to the Cycling Plan.
2. Highway
417 Expansion - Eagleson Road to Highway 7 INTERCHANGE |
COMMITTEE RECOMMENDATIONS AS AMENDED
That Council request that the
Ministry of Transportation of Ontario:
a) Install
noise barriers along the portion of 417 between Eagleson and Terry Fox on both
sides where no barrier presently exists; and
b) The
work undertaken on the Eagleson/March, Huntmar, and Carp bridges include
sidewalks on both sides and bicycle lanes.
And that Ottawa
area Members of Provincial Parliament be copied on the request.

main strategy to implement the intensification targets within the Official
Plan, appears to be spot rezonings;
WHEREAS communities are often
opposed to these spots rezonings;
THEREFORE BE IT RESOLVED that
the Planning Transit and Environment Department produce a report that
designates 2 communities, one inside the greenbelt, and one outside the
greenbelt, near transit that will be redesigned to accommodate an increase in
density in order to meet the Official Plan intensification targets.
The planning process will
incorporate extensive public participation with a Public Advisory Committee
designated by the Community. Part of
the strategy will include public investments for community needs as determined
by the Community.

Whereas the local school boards
plan to consolidate bussing operations under the provincially mandated
transportation consortium.
Whereas the City of Ottawa taxpayers are impacted
financially by the bussing decisions of the school boards causing increased
demands for surface operations and school crossing guards.
Whereas there is currently no
formal protocol in place to ensure adequate and fulsome consultations between
the school boards and the City of Ottawa.
Therefore be it resolved that
the city approach the local school boards to develop a formal protocol in order
to improve information sharing, planning and community consultation.
