expressed by residents during a ward-focused organics pilot program in Ward 10,
THEREFORE BE IT RESOLVED THAT Committee
recommendation #2 be amended to include that City Staff conduct a full
evaluation of the organics program six months after initial implementation with
a report back to Planning and Environment Committee that:
i)
specifically identifies any
problem areas, including diaper disposal, and makes recommendations as to how
these issues will be addressed;
ii)
recommends an optimal start
date for the City of Ottawa to move to bi-weekly residual garbage collection.

That Council direct staff to increase the service level in the Spring and the
Fall which can be achieved by adding one additional collection each season,
resulting in one collection at the end of April, one collection at the end of
May, one collection at the end of October and the final collection to be
November 10, 2008 for the additional cost of $10,000 per collection.

announced on March 17, 2008 by providing $4.1 million to Ottawa Community
Housing (OCHC) and $4.1 million to all other social housing providers via the
funding process established in 2007 for urgent capital repairs.

The designation of the Plasco Evaluation plant at the Nepean
Landfill Site and Trail Waste Facility as a Municipal Capital Facility as
permitted under Section 110 of the Municipal Act, 2001 and Ontario
Regulation 603/06;
2.
The authorization of the portion of the property taxes, both
municipal and education, attributed to waste management services be exempted
under the Municipal Capital Facilities Agreement;
3.
The implementation of this designation by way of a standard form
Municipal Capital Facilities Agreement with Plasco Energy Group Inc. and Plasco
Trail Road Inc. and subsequent enactment of a by-law in accordance with the
requirements of the Municipal Act, 2001, as amended, in the form
attached as revised documents 1 and 2 to this report; and
4. The authorization for the City Manager
to finalize and execute the Municipal Capital Facilities Agreement on behalf of
the City.

WHEREAS the original lease agreement for the land occupied by Plasco
at the closed Nepean Landfill Site will expire on November 30, 2008,
AND WHEREAS Plasco requires additional time to adequately test the
operation of the demonstration facility and provide environmental testing
results to the Ministry of the Environment,
THEREFORE
LET IT BE RESOLVED that Council approve a two-year extension to the existing
lease on City property at the closed Nepean Landfill Site for the Plasco
Demonstration facility resulting in a new ending date of November 30, 2010, and
that the City Manager, in consultation with the City Solicitor, be granted
delegated authority to negotiate, conclude and execute the necessary legal
agreement(s) in that regard and that any further lease extensions for the
demonstration facility site be addressed in conjunction with lease agreement
for the full scale waste conversion facility site.

4. LANSDOWNE PARK – CCEA
LICENSE AGREEMENT RENEWAL |

That Council:

Approve that the License Agreement between the City and the Central
Canada Exhibition Association (CCEA) for the use of Lansdowne Park be renewed
for 2008 and 2009, subject to the amendments set out in this Report;
2.
Approve that the renewed License Agreement provide for optional
one-year extensions after 2009 up to a maximum additional term of three (3)
years;
3.
Approve that the renewed License Agreement provide for a 12-month
"notice of termination for convenience" provision in favour of either
side, providing however that such notice could not be given between May 1st
and August 31st in any given year;
4.
Approve that the baseline annual license fee payable by the CCEA to
Lansdowne Park be confirmed at $375,000 inclusive of an allowance of $25,000
annually in lieu of gate surcharges; and
5. Provide continued financial
support to the CCEA in the amount of $125,000 for 2008 and at lesser amounts
each successive year of the License Agreement, as set out in this report, to
help off-set a portion of the license fees to be paid by the CCEA to Lansdowne
Park.

on Annex “A”, from 1168510 Ontario Inc. for the total consideration of
$337,000.00, plus legal and expert fees estimated at $30,000.00.

Declare a parcel of vacant land
situated at 324 to 328 Tulip Crescent, shown as Parcels A and B on the attached

Ottawa, as surplus to the City’s needs;
2.
Waive City policy pertaining to
the sale of property at market value and approve the sale of the land,
estimated to have a market value of $340,000.00, and referred to in Recommendation
1, to Habitat for Humanity National Capital Region, for the amount of
$50,000.00, subject to any easements that may be required, subject to the
provision of the right to first refusal to recover the property in the event of
sale, and subject to the provisions of the negotiated Municipal Housing

Direct staff to negotiate a
Municipal Housing Project Facilities Agreement with Habitat for Humanity
National Capital Region, to allow for and secure the deferral of development
charges in the amount totalling $38,282.00, associated with the proposed
construction of two single detached homes and subject to the provisions of the
Municipal Housing Facilities By-law (2006-1); and
4. Authorize
the Manager of Corporate Development and Environmental Law Division, upon
successful negotiation of the Municipal Housing Project Facilities Agreement
with the proponent, to proceed directly to Council to authorize the project
specific Municipal Housing Project Facilities by-law, by way of placing the
by-law on the Order of the Day for enactment, within the limits set by the
negotiated agreement, the recommendations in this report, and the Municipal
Housing Project Facilities By-law (2006-1).

3. Establish
$20 million in the 2009 Budget to match the $20 million provided by the Federal
Government for prevention of sewer overflows to the City of Ottawa water
bodies. That the $20 million federal
contribution be considered as a down payment in order to address the total cost
of river cleanup; and
4. Request,
through the Director of Water and Wastewater Services and the Committee Chair,
that the Federal Government exercise stewardship in the protection and

to get new or repaired asphalt.
7. Approve that the Cycling Network
Implementation Plan outline the previously identified (missing) links with a
report back to Transportation Committee on the priority and timing of these connections.
8. Direct staff to investigate the
implementation of a “smart bike” programme with the private sector (examples:
Montréal, Paris, Lyon – ‘Vélo V’) in support of Policy recommendations 4 c), 4
d) and 4 e) (Doc. 2) and in support of Section 5.2.3 “Leadership By Example”
(page 5-25 Ottawa Cycling Plan) and its Technical Recommendation 5-16; and that
a report be prepared in time for the 2009 Budget deliberations in the fall of
2008.
9. Approve that the following motion be
referred to the Pedestrian Master Plan:
Whereas the
Corktown Bridge has been very successful;
AND Whereas
both Clegg and Fifth are recommended cycling routes but they are separated by a
2 kilometers detour due to the Canal;
Therefore Be It Resolved that a pedestrian and cycling bridge crossing the Canal in the vicinity

ATTACHMENT 1
CITY
OF OTTAWA
Rural
East Ottawa Multi-use Pathway Extension of Prescott-Russell Recreational
Pathway
Background and Draft Motion
This is an approximately 24 km long multi-use pathway, which would connect to the existing trail in the United Counties of Prescott and Russell (opened in 2004 and runs for 72 km from the Ottawa city limits to the Quebec border). The City of Ottawa portion would follow the VIA Rail (CPR) right-of-way in the rural eastern section of the city through former Gloucester and Cumberland. The pathway would link various eastern parts of the City including Navan, Notre Dame des Champs, the southern area of Orléans and the Greenbelt, where the National Capital Commission (NCC) is developing a pathway system. Additionally this Rural East Ottawa Pathway would be located a short distance south of both Blackburn Hamlet and Sarfield. Residents of these various east end Ottawa urban and rural communities would be able to access the pathway to experience the rural area and Greenbelt. The Rural East Ottawa pathway would be similar to the one that has existed since 2001 in the west of the city between Stittsville/Kanata and Carleton Place.
The Ottawa portion of this major multi-use pathway has been and continues to be identified in a number of planning and transportation documents:
· 2003 Official Plan - Schedules I and J
· 2003 Transportation Master Plan – Maps 1 and 2
· Pathway Network for Canada’s Capital Region – 2006 Strategic Plan (National Capital Commission)
· Rural Pathway Project (2006 - Manotick Community Association et al).
A similar implementation and costing study was done, with the main participants of the former Regional Municipality of Ottawa-Carleton and the Township of Goulbourn, for the Ottawa-Carleton Trailway found along the municipally owned abandoned rail right-of-way between Bells Corners-Kanata-Stittsville and Carleton Place. That pathway forms part of the Trans Canada Trail.
Benefits:
Any proposal for a study for the Rural East Ottawa Multi-use Pathway should be based on the Stittsville/Kanata-Carleton Place Pathway with regards to: i) physical characteristics – stone dust/crushed rock surface, way finding signs, etc., ii) user groups – walkers, joggers, cyclists/mountain bikers and winter users, and, iii) support in its development from partners both corporate, non-profit community bodies and various funding agencies.

the City of Ottawa collected donations and provided charitable receipts for
this project on behalf of the BIA for the period 2001 to 2004;
AND WHEREAS
the total amount of donations received by the City of Ottawa in this period was
approximately $84,600 dollars;
AND WHEREAS
the project was cancelled by the City of Ottawa in 2004 when the BIA and the
project designer were unable to reach an agreement on the terms and conditions
of their contract to construct the Millennium Garden;
AND WHEREAS

under the Slot Machine Program at Racetracks including the Rideau Carleton
Raceway;
AND
WHEREAS in December, 1999, the City of Ottawa (formerly City of Gloucester)
entered into a contribution agreement with the OLG to provide for the sharing
of the net win from the 1,250 slot machines at the Rideau Carleton Raceway
calculated as follows:

5% calculated for the first 450
slot machines and
·
2% for the balance in excess of 450
machine
This results in a blended share of approximately 3.08% of the net
win going to the City of Ottawa ($3.38 million in 2006);
AND WHEREAS the balance of the net win ($107 million in 2006) is
distributed in the following manner:

10% to racetrack owner,
·
10% horse breeders,
·
2% Ministry of Health’s Problem
Gambling Strategy and
·
The balance (approximately 75%) to

WHEREAS the City of Toronto is planning to commence discussions with provincial
elected officials and staff with the objective of increasing the host
municipality’s share to 10% of the net win;

WHEREAS
Recognition of the need to close the infrastructure gap has led to support from
all three levels of government including a 2% property levy in Ottawa for
infrastructure;
AND WHEREAS
As part of the review of the Official Plan, the City needs to update its
Infrastructure Master Plan and its Long-Range Financial Plan;
AND
WHEREAS These documents must detail the entire gap and all new capital projects
with the reason for the pressure, the resources assigned to it, how the monies
will be spent and what impact these projects will have on the City operating
budget that they currently do not do;
AND WHEREAS
There is the need to know what it will take to close the existing gap and that
we are using our capital dollars efficiently;
THEREFORE BE
IT RESOLVED THAT City staff be directed to provide a complete list of current
and planned City capital assets and pressures in advance of tabling of the
draft 2009 budget that includes:
