That Council
approve the application to vary Sign By-law 2005-439, to permit an illuminated
identification ground sign situated at 1390 Clyde Avenue to be installed with a
sign face area of 16.75 square metres, instead of 14 square metres and with a
setback of less than one metre to a parking area.

That Planning and Environment Committee recommend Council approve the application to vary Sign By-law 2005-439, to permit an illuminated identification ground sign situated at 1390 Clyde Avenue to be installed with a sign face area of 16.75 square metres, instead of 14 square metres and with a setback of less than one metre to a parking area.

surface est de 16,75 mètres carrés, au lieu de 14 mètres carrés, avec un
retrait de moins de un mètre par rapport à une aire de stationnement.
The property is zoned Cc (Community Commercial) and is situated at the corner of Clyde Avenue and Starwood Road (see Document 1).
For this district, the by-law allows a ground sign with an area of 14 square metres which must be situated one metre away from a designated parking area. Approval of this application would permit a new ground sign with an area of 16.75 square metres located less than one metre to a parking area as shown on Document 2. This area of Clyde is primarily commercial mixed-use with residential lands abutting to the west beyond the rear parking lot of this site. The rear portion of this lot has landscaping and an existing fence.
The owner of the commercial plaza wishes to install a replacement ground sign to enhance identification of the site. This commercial retail/office building was expanded to include more tenant space with a rear addition. The proposed replacement sign will be situated at the same location at the corner of Clyde Avenue and Starwood Road. The setback distance to the adjacent parking area would be similar from the existing sign to the new sign.
In this application, adjacent residential buildings are well set back from the proposed replacement sign and would be buffered by the expanded building and the rear parking lot. The distance from the sign location to the nearest residential building is approximately 56 metres. In addition, the sign would be installed perpendicular to Clyde Avenue to face commercial properties. As a result, the scale and location of the proposed sign will have minimal visual impact upon adjacent uses. Under these circumstances, a 20 per cent increase to the area provision can be supported.
The Department is satisfied the application is in keeping with the intent of the Sign By-law and approval is recommended.
In response to the standard circulation to property owners, occupants, business and community groups and the Ward Councillor, one response was in favour and one response was in opposition of the application. The respondent who opposes the variance application commented as follows:

With the multiple tenants and scale of this building, the intensity of commercial uses in this area and the orientation of the sign facing commercial uses, a larger sign is considered appropriate.

City Clerk's Branch to notify the applicant, ECL Enterprises, attention: Rodger Lundon, on behalf of Clyde Corners Inc., 3100 Amanda Avenue, Gloucester, ON K1T 1T4 and the Ward Councillor of Council's decision. Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
