2.85ha (7.04 acres), owned by the National Capital Commission, required for the extension of Longfields
Drive, described as Part of Lots 18 and 19, Concession 1, Rideau Front,

attached Annex “A”, together with temporary construction
easements containing a combined land area of approximately 0.214ha (0.53 acre),

$602,205 plus GST, subject to final adjustments on closing.

BACKGROUND
The former City of
Nepean initiated a Municipal Class Environmental Assessment (EA) in 2000 for
the extension of Longfields Drive from Woodroffe Avenue to Bill Leathem Drive,
in the South Merivale Business Park.
The 2000 project was initiated to address local traffic concerns related
to the growth in high-tech development at the South Merivale Business Park. At
that time a transportation review of the business park was conducted, that
identified the need for an additional road link to Woodroffe Avenue to better
use the Regional road network. The EA
was completed and filed in 2000, but as a result of the downturn in the high
tech field to occur soon after, and, later review of municipal priorities, the
project was put on hold. More recently with the announcement that the RCMP will
be occupying the former JDS Uniphase complex located in the business park,
concern over the capacity of the existing local road network is renewed and the
Longfields Drive extension project has been re-evaluated.
As more than five (5)
years has elapsed since the filing of the Environmental Study Report (ESR), an
update is required. Therefore an addendum to the 2000
EA for the Longfields Extension has been completed by the City and made
available for a 30-day public review period that will end as of 29 August
2008. In addition, because the
proposed road alignment requires approximately 2.85 hectares (7.04 acres) of
property from the National Capital Commission (NCC) the Federal Environmental
Assessment process is required. Consequently the existing environmental
conditions, project design detail, and recommended mitigation measures
contained in the 2000 ESR and 2008 ESR update have been incorporated into the
federal screening report. The City
completed this (screening) document and has submitted it to the federal
Responsible Authorities for approval.
Pursuant to the Municipal Class EA (2000) and Municipal Class EA Addendum (2008), the subject of this report is concentrated on that portion of the planned extension of Longfields Drive that crosses NCC land situated between Woodroffe Avenue and the westerly limit of the South Merivale Business Park, to continue across private land within the business park an approximate distance of 100 metres to culminate within a roundabout to be constructed at its intersection with Bill Leathem Drive.
The proposed construction within the NCC section of the project will include:
· two 3.5 metre traffic lanes, with additional left and right turning lanes at Woodroffe Avenue – westbound;
· partially paved shoulders (1.5m paved and 1.5m granular);
· flat bottomed ditches with 3:1 foreslope and 2:1 backslope;
· corrugated steel pipe culvert at the crossing of Barrhaven Creek and a concrete box culvert at the crossing of the Barrhaven Creek tributary, with riprap treatments at the culvert ends;
· (13) farm gates to maintain field access on either side of the road alignment;
· intersection improvements at Woodroffe Avenue including a southbound turning lane (already constructed as part of the Woodroffe Avenue widening) and street lighting at the intersection.
The lands required from the NCC for the road extension are described as
Parcel 1 on the attached Annex “A”. This parcel comprises an elongated strip of
vacant land extending east of Woodroffe Avenue, to be situated approximately
800 metres south of Fallowfield Road and directly opposite of the westerly extension
of Longfields Drive in the Longfields neighbourhood of Barrhaven. This area to
the east of Woodroffe Avenue is a rural/agricultural area where the NCC
lands are currently tenant occupied and used for agricultural crop and fruit
(berry) production.
At the request of the Public Works and Services Department (PWS) negotiations with the NCC were undertaken to acquire the fee simple interest in the lands required. These were supported by (2) independent appraisals completed on behalf of the City and NCC, respectively, in order to provide an estimate of market value attributable to urban development land staged for future development in an employment use that was agreed to be indicative of the most probable alternate use of the lands. Following an exchange of reports for peer review, this resulted in a negotiated rate of $211,300 per hectare ($85,540 per acre) and total consideration of $602,205 for the fee simple interest in the 2.85ha (7.04 acres) of land.
It was also determined that part
of the land requirement for the road widening will cause disturbance damage (relocation of fencing and repair of tile
drain) upon the remainder parcels, that are occupied by (2) agricultural
tenants. The work necessary to address this disturbance and associate
costs will be undertaken by the City at the time construction of this phase of
the project proceeds. Temporary
construction easements containing a combined land area of approximately 0.214ha
(0.53 acre), shown as additional parts on Annex “A” that are required in order
to complete this work will be granted by the NCC as a License of Occupation for
the nominal consideration of $1.00.
The terms and conditions relating to the above real estate transaction
have been formalized in a Memorandum of Understanding, subject to:
1. NCC obtaining all necessary internal approvals; and
2. The City’s approval by Committee and Council.
ENVIRONMENTAL IMPLICATIONS
As
a condition of Federal Land Use and Transaction Approval, the Environmental
Conditions specify that all mitigation measures identified in the Longfields
Drive Extension Woodroffe Avenue to Bill Leathem Drive CEAA Environmental
Screening Report must be implemented.
The
Historical Land Use Inventory (HLUI) screening for the subject property did not
identify any historic land uses that would have the potential for environmental
contamination issues.
CONSULTATION
Public consultation was undertaken as part of the environmental assessment process for this project. No other public consultation was undertaken. The Ward Councillor is aware of the project.
