Whereas the Ottawa Police developed a
project involving local youth from Foster Farm, Britannia Woods and Michele
Heights to remove graffiti from the walls of the hydro transformer station at
1290 Richmond Road;
And whereas, the project under the
supervision of the Ottawa Police Service will be carried out with the
co-operation of Hydro One, Neighbourhood Watch, the Boys and Girls Club, and the
Pinecrest-Queensway Community Health Centre;
And whereas, the required waiver from
the requirements of the City’s Permanent Signs on Private Property By-law
Number 2005-439 has not been obtained in time for this weekend’s (Oct. 4)
scheduled launch of the project and the event had to be postponed;
And whereas, the By-law prohibits mural
signs in a District 1 zone;
And whereas, this worthwhile project
should be allowed to proceed this fall;
Therefore be it resolved that the
Community and Protective Services Committee recommend that Council approve a
minor variance to By-law Number 2005-439 to:
a) vary Sections 124 (2) to permit a mural
sign in a District 1 zone, and
b) enable the undertaking of this project
this fall subject to compliance with all other provisions of the by-law
including that the mural shall not be used for any form of commercial
advertising;
And be it further resolved that the
Community and Protective Services Committee recommend that Council waive the
public notification requirements under of By-law 2002-522 as required.
