BACKGROUND

 

The subject property, 68 Park Road, is located in the Rockcliffe Park Heritage Conservation District.  It is a grey stucco, two-storey structure with mock Tudor details, one of a group of similar Tudoresque houses on Park Avenue between Minto Place and Lisgar Road.   For location map, see Document 1 and aerial photograph, Document 2.  The proposed application is to construct an addition to the rear of the house, remove an existing garage (a later addition) and replace it with a semi-underground garage and substantially transform the existing house through re-cladding, the insertion of new windows and doors and the rebuilding of the chimney.  Under the Ontario Heritage Act (OHA), interventions within a heritage conservation district require the approval of City Council following consultation with the Local Architectural Conservation Advisory Committee (LACAC). 

 

The existing house has changed substantially since construction and retains little of its original character.  It has been painted blue and a small garage addition constructed to the east.  As originally built, it was an example of the type of Tudoresque houses popular in the 1920s and 1930s in middle and upper middle class neighbourhoods across Canada.  Houses of this style are extremely common in Rockcliffe Park and this house, as it currently stands, is an example of the type (see photographs, Document 3).

 

 

 

DISCUSSION

 

The Rockcliffe Park Heritage Conservation District was designated under Part V of the Ontario Heritage Act in 1997. The Heritage Conservation District Study contains Management Guidelines that are intended to protect and enhance those elements in the Village that contribute to its heritage character as defined in the Study. The Guidelines are not prescriptive; rather, they outline the principles to be applied to future development, based on past experience. They are intended to guide the evolution of the Village as a picturesque landscape of buildings set in informal grounds, and where the soft landscape in particular ties together, and makes sense of, the irregular road layout, the diverse lot arrangements, and the eclectic mix of building styles.  The Guidelines relevant to this application stress that:

 

4.         Any application to construct a new building or addition should be reviewed, with consideration of its potential to enhance the heritage character of the Village. New construction should be recommended for approval only where the siting, form, materials and detailing are sympathetic to the surrounding natural and cultural environment.

 

5.                  New buildings and additions should be of their own time, but should also harmonize with the existing cultural landscape. They should also be sited and designed so as to retain the existing topography. The use of natural materials should be encouraged.

 

The proposed rebuilding of the house takes as its inspiration the higher style Tudoresque houses in the heritage conservation district.  It will be dramatically transformed through the removal of the roof and its replacement with a higher, truncated, cedar shingled, hipped roof, the application of stone to the first storey with new stucco and half timbers, the addition of new windows with true divided lights, including an oriel window into new openings, and a new front door with stone surround.  The addition to the rear will be two storeys in height and include a family room and screened-in porch on the first floor and bedrooms and a deck above.  Access to an underground parking area will be to the east of the building, down a sloped driveway that will be landscaped.

 

Landscape

 

The former Village of Rockcliffe Park was designated under Part V of the Ontario Heritage Act for its significance as a cultural heritage landscape, characterized by its informal plantings, gardens and trees. The preservation and enhancement of the cultural heritage landscape in this district is as important as the preservation of individual houses as indicated in the “Rockcliffe Park Heritage Conservation District Study” which states “… the architectural character of individual residential and institutional properties is secondary to their landscaped settings.”

 

The current landscaped setting of the house features a circular drive, mature trees around the perimeter of the property and an open lawn. These trees will remain and an arborist has been engaged to protect them during construction.  A cedar hedge will be planted along the eastern property line.  The proposed landscape plan will feature extensive new plantings and a new terrace to the rear on the top of the proposed semi-underground garage.  The driveway will be extended to access the garage and will have a 10 per cent slope.  The eastern edge of the sloped driveway will feature a two-tiered retaining wall with planters along the top and mid-way down that substantially reduce its visual impact. Planters are also proposed for either side of the front door.  The proposed back yard will feature a terraced area with large raised planters with shrubs.  The terrace will step down to the pool to be located in the south west corner of the property.  The approved landscape plan is included as Document 4.

 

The Rockcliffe Park Residents Association, Heritage Sub-committee, in reviewing this application, made preliminary comments on both the house and the landscape.  It recommended that real stone and natural materials be used, that the roof be sheathed in cedar shingles, that the roofline of the west façade be altered to diminish the size of the roof, and that the windows have true divided lights.  The applicant implemented all these suggestions.  The sub-committee reviewed the updated plans and on August 19, 2008, the committee agreed with the chair’s comments “I have reviewed these drawings and think they're fine - good quality historical pastiche.”  

 

Conclusions

 

The Department has no objection to this application because the interventions proposed respect the Management Guidelines, above.  The proposed house will reflect the type of Tudor houses found elsewhere in the heritage conservation district and will not require the demolition of the existing house so that the relationship to the street and to the adjacent neighbours will remain the same.  This is consistent with the goals of the Rockcliffe Park Heritage Conservation District Study.  Furthermore, the proposed landscape plan for the property has been designed to enhance the current character of the site.

 

CONSULTATION

 

The Rockcliffe Park Development Review Sub-committee met with the applicant as part of the consultation process. Its comments were incorporated into the design.

 

Adjacent property owners as well as area community associations were notified by letter of the date of the Local Architectural Conservation Advisory Committee and Planning and Environment Committee meetings and were provided with comment sheets to be returned to LACAC.  This is in accordance with the municipal public participation policy regarding heritage alterations, demolitions and infill in a heritage district.

 

The Ward Councillor, Jacques Legendre, is aware of this project. 

 

Heritage Ottawa is aware of this application.

Sally Coutts, Heritage Planner provided an overview of the departmental report and outlined the proposed design.  She affirmed that staff has no objection to the application as it respects the Heritage Conservation District Study Management Guidelines.  Dennis Kane, Arc Associates Inc. was also present to elaborate on the proposed design and answer questions.

 

Charles E, whose home neighbours the property in question, stated his objection to the proposal, citing concerns that the size of the property will be too large given the size of the lot, and that the rear addition will obstruct morning sunlight to the ground floor of his home, block his sightline, and invade the privacy of office and kitchen/family room.  Mr. E submitted written correspondence in this vein on September 3 and 4, 2008, a copy of which is held on file with the City Clerk.

 

Mr. Kane demonstrated solar study modeling to indicate that the new design will not have a significant impact on the sunlight to Mr. E’s property.

 

Following considerable discussion on the proposal, members supported the application.  They asked that staff work on getting the design of the front façade toned down somewhat before the issuance of a permit to a somewhat more conservative level to better fit the streetscape.

 

That the Local Architectural Conservation Advisory Committee recommend that Planning and Environment Committee recommend that Council:
