The Province of Ontario is providing funding to municipalities under the
Ontario Bus Replacement Program (OBRP) to assist in the replacement of ageing
transit buses. This is in recognition
that ageing buses contribute to higher operating costs, increased emissions,
reductions in service and reliability, and delays in achieving system
accessibility.
In 2008, the Province
identified that the City will receive a maximum of $12,315,672 towards the
replacement of conventional and specialized transit buses. Among the terms and conditions related to
receiving this funding, the City is required to provide copies of a signed
Letter of Agreement and an authorizing by-law.
Copies of both are attached to this report.
The purpose of this report is administrative in nature and therefore no public consultation has been undertaken.
There are no
legal/risk management impediments to the implementation of this Report's
recommendations.
Upon submission of copies of the signed Letter of Agreement, the authorizing by-law and the binding agreement between the City and a manufacturer of transit buses for the purchase of replacement transit buses delivered in 2008, the Ministry of Transportation will provide OBRP funding to the City in the amount of $12,315,672. OBRP funding was budgeted in the 2008 Capital Budget.

Document 2 - Draft Authorizing By-law
Upon approval, Financial Services Branch will submit the required documentation to the Ministry of Transportation.
