That Planning and Environment Committee recommend Council approve a variance to Sign By-law 2005-439, to permit a new ground sign with external illumination for the property at 990 Hunt Club Road.

BACKGROUND

 

An application has been received for a Minor Variance to Sign By law 2005-439, to permit an internally illuminated ground sign for the retirement residence at 990 Hunt Club Road.  The By‑law does not allow a ground sign for this residential use in the associated signage district for this property.  If approved, the requested ground sign would have a total area of 1.9 square metres, with a height of two metres and be installed in the front yard of the site.  The applicant has stated that the sign is necessary as a standard practice for retirement residences to assist visitors, health practitioners and emergency services to locate the building and to provide information to prospective residents of the home.

 

DISCUSSION

 

The property is located on the south side of Hunt Club Road just west of the Airport Parkway (see Document 1).  Adjacent uses are residential and institutional.  The Windsor Park retirement residence faces a busy four lane arterial roadway.  Residential uses to the north are separated by Hunt Club Road and a privacy fence.  The proposed signage would face parallel to the roadway within one metre of the front property line (see site plan on Document 2).

 

In the District regulations for this location, a ground sign for a residential use is not permitted unless it is installed for the use of a high-rise apartment building or for a planned unit development that has more than 10 units.  The proposed sign for this retirement residence would comply with most of the standards for a sign for the above listed uses.  However, the applicant wishes to install the sign using internal illumination (see elevation plan on Document 3).  Signs that use internal illumination often project a higher intensity of lighting than tradition external illumination.  In addition, signs with external illumination must project lighting downward.

 

Given that the proposed retirement home use is similar to the scale of a planned unit development, it would be reasonable to view this development in the same class of uses permitted to have an externally illuminated ground sign for a residential use in a District 2 zone.  The sign would be installed parallel to the roadway, which would not affect uses to the side of this site.  Residential uses to the north of this location are buffered from the sign with the large separation of Hunt Club Road, the existing fence and mature landscaping near the road allowance area.

 

The Department, therefore, recommends approval of a sign with the requested size for the retirement home, provided the sign uses external illumination rather than internal illumination.

 

CONSULTATION

 

Standard early notification was provided to community and business groups and adjacent owners.  Councillor McRae is aware of the application.  Of the other respondents, three were in favour of the proposal and two were opposed to the variance application.  Those opposed had concerns regarding the proposed sign illumination.
