BACKGROUND
Councillor Doucet presented the following as a Notice of Motion at the 13 October 2009 meeting of the Planning and Environment Committee for consideration on 27 October 2009:
WHEREAS front yard parking reduces on-street parking capacity and
erodes right of way greenspace;
AND WHEREAS the Urban Design Guidelines for Low Medium Density
Infill Housing increases front yard parking by 50 per cent;
THEREFORE BE IT RESOLVED that the old standard be maintained.
DISCUSSION
On October 12, 2005, City Council approved the original Urban Design Guidelines for Low-Medium Density Infill Housing. Guidelines 4.6 and 4.7 in that document speak to the maximum width of a garage for new singles and new multiple attached housing forms, and limit it to 50% of the lot width, with slight increases in that percentage of lot width for multiple attached dwellings due to the usually narrower widths of multiple attached dwellings.
The City’s Comprehensive Zoning By-law reflects the desired direction of the 2005 guidelines, and also limits the garage to a maximum of 50% of the lot width, with a slight increase possible for narrow multiple attached dwellings in order to accommodate the width of one vehicle only (up to 2.6m).
The 2009 update to the Urban Design Guidelines for Low-Medium Density Infill Housing, presented to Planning and Environment Committee on October 13, 2009, does not change the direction of the 2005 guidelines nor the implementing Zoning By-law as it pertains to the maximum width of a garage for new infill development.
Therefore, the former standards are in effect.

Councillor Hume noted that the
standard referenced in Councillor Doucet’s recommendation is the same in the
new guidelines as in the old guidelines. Therefore, the motion would be
reinforcing the existing standard, rather than changing anything.

Guidelines for Low-Medium Density Infill Housing be maintained in order to reduce
front yard parking.
