That the
Agriculture and Rural Affairs Committee recommend Council consider funding the
installation of backwater valves during construction.

At the Agriculture and Rural Affairs Committee meeting on September 24, 2009, Councillor Brooks put forward a Notice of Motion for consideration at the next meeting:
WHEREAS flooding is a concern of all property owners;
AND WHEREAS the City provides a Protective Plumbing Grant;
AND WHEREAS sewers are being installed in both Hillside Gardens and the
Business Core and of the Village of Manotick;
THEREFORE BE IT RESOLVED THAT the City consider funding the installation
of sewer backup valves during construction.
The following comments are provided by Infrastructure Services and Community Sustainability Department staff:
There were two conditions in which the City recommends and requires the installation of backwater valves on sanitary sewer laterals. These circumstances include lateral discharges to a combined sewer area, or the residence is in an area prone to flooding. As the Village of Manotick does not meet either of these recommendations, staff does not recommend the installation of backwater valves at the City’s cost throughout the unserviced area of the Manotick community.
As directed by Council on September 2, 2009, the merits of expanding the requirement for the installation of backwater valves on sanitary laterals is under review. Currently, the City’s Sewer Design Guidelines only require the installation of sanitary backwater valves on new connections within the combined sewer area. This review will be completed in Q1 2010. It should be noted that expanding the requirement for backwater valves on sanitary laterals does not imply that the City would fund them as these are part of private plumbing systems.
The City’s Residential Protective Plumbing Program encourages residents that reside in a flood prone area, and that have previously experienced flooding, to apply for a grant to reduce the risk of sewer backup. Given this criteria, the program would not apply to Manotick.

Committee meeting of 24 September 2009, Councillor Brooks put forward the
following Notice of Motion:

AND WHEREAS the City provides a Protective Plumbing Grant;
AND WHEREAS sewers are being installed in both Hillside Gardens and the
Business Core and of the Village of Manotick;
THEREFORE BE IT RESOLVED THAT the City consider funding the installation
of sewer backup valves during construction.
Speaking to Councillor Brooks’
Motion, Councillor Hunter moved that such funding be provided on the same basis
as the existing grant program for backflow preventers within the City. Councillor Brooks concurred with this as a
friendly amendment, and asked staff if the City had a bylaw requiring that
backflow preventers be installed as a part of new construction. It was noted that such installation was
relatively inexpensive at the time of new construction, but became
prohibitively expensive as a retrofit measure afterwards. Mr. Tim Marc, Senior Legal Counsel, City
Solicitor and Clerk’s Department, provided the following information after the
meeting:
“A
backwater valve is required on the stormwater drain for new low rise
residential development. It is required
on the sanitary drain for new construction in the combined sewer area or to a
system with a history of flooding.”
There being no further discussion,
the Committee considered Councillor Brooks’ Motion, as amended by Councillor
Hunter’s addendum.
