BACKGROUND

 

While much of the administration of the election relies upon the already assigned ward numbers, it is believed that citizens as voters can better relate to their respective wards if there is also a name attached to the ward.  The ward names that are shown in Document 1 are intended to serve as identification for the upcoming municipal election.

 

Ward names, once established, are also used as an identifier for the City both formally and informally. Where most ward names will generally remain constant, both communities and ward boundaries change over time, so the City also has a process that addresses how a ward name can be changed should Council believe it necessary. 

 

In 2006, two new wards were added to City Council. In July 2005, Council adopted By-law 2005-302 for the purpose of establishing the new ward boundaries within the City of Ottawa.

 

On November 9, 2005, City Council approved a report dealing with various preliminary matters relating to the 2006 municipal elections, which included a process for considering new ward names in advance of the 2006 elections.  As part of the process, staff met individually with all Members of Council to receive their suggestions with respect to potential new ward names. A number of Councillors also consulted their residents separately on proposed changes.

 

 

At its meeting of July 11-12, 2006, City Council adopted new and updated ward names that were to be used for the conduct of the 2006 municipal election.  As that report specifically dealt only with the 2006 municipal elections process, the matter of ward names must now be given further consideration in preparation for future municipal elections.

 

In November 2008, City Council received a memo discussing the process for the upcoming review and update of ward names for future elections.  Councillors interested in the process were asked to assess public opinion through a consultation process appropriate for their ward, and bring forward a recommendation to the City Clerk for consideration by Corporate Services and Economic Development Committee and Council.

 

There is no provision within the Municipal Act, 2001 that allows for an appeal to the Ontario Municipal Board (OMB) of a Council decision on the naming of wards.  Therefore, any decision made by Council on ward names will not be appealed to the OMB.

 

 

DISCUSSION

 

 

In keeping with the approved process, Staff has contacted all Councillors to solicit their input and compile a list of ward names, as outlined in Document 1.  If adopted, these names will serve as the ward names in conjunction with the corresponding ward number for the 2010 municipal election and thereafter.

 

The Councillor for Ward 6 has advised that the current name of the ward does not accurately reflect the major communities, and has provided a recommended name for the ward. The recommendation is that Council consider changing the name for Ward 6 from “Stittsville-Kanata West” to “Stittsville”.  The Ward Councillor has confirmed that this proposed name was advertised in his community column and through an online poll on his website, and received favourable support.  

 

The ward names being presented for Committee and Council consideration, if approved, will formally come into effect on December 1, 2010.  However, for the purposes of the upcoming municipal election in the Fall of 2010, any changes approved will be administered as if the by-law were already in effect, so that the election process will be administered utilizing both ward name and number.

 

 

CONSULTATION

 

There is no public notice requirement dealing with ward names, however the Member of Council who is proposing a new ward name has consulted within the ward.
