10.          REQUIREMENT FOR INLET CONTROL DEVICES

That Council approve that, until such time as new protocols are finalized and approved by Council, staff be directed to permit connections to the existing storm sewer system provided that a flow limiting orifice plate, designed by an engineer to the satisfaction of the City, be installed at the storm water outlet prior to connecting upstream storm sewers.

RECOMMANDATIONS DU RAPPORT

 

Que le Comité de l’urbanisme et de l’environnement recommande au Conseil d’approuver que, jusqu’à ce que de nouveaux protocoles soient finalisés et approuvés par le Conseil, le personnel soit enjoint de permettre les raccordements au réseau d’égouts pluviaux actuel pourvu qu’un diaphragme de limitation de débit, conçu par un ingénieur à la satisfaction de la Ville, soit installé au point de rejet des égout pluviaux avant le raccordement aux égouts pluviaux situés en amont.

 

 

BACKGROUND

 

Pursuant to Section 77 (12) of the Procedure By-law, Councillor Feltmate requested that the following motion be placed on the Planning and Environment Committee Agenda:

 


 

WHEREAS staff were directed to develop and implement protocols by January 31, 2010, that require a professional engineer to certify that all required Inlet Control Devices are properly installed and inspected prior to permitting a new storm sewer to connect to the City's existing storm sewer system; and

 

WHEREAS the Commence Work Notification for all development proceeding to construction since January 31, 2010, has been revised to address the afore-mentioned Council motion for enforcement during construction; and

 

WHEREAS, the requirement that all required Inlet Control Devices be properly installed and inspected prior to permitting a new storm sewer to connect to the City's existing storm sewer system has created some challenges for the construction industry; and

WHEREAS a flow limiting orifice plate installed at the storm water outlet prior to connecting upstream storm sewers provides protection that is greater than or equal to the protection provided in the approved storm sewer system with the required Inlet Control Devices, and using a flow limiting orifice plate meets the City's objectives and poses fewer challenges for the construction industry;

 

THEREFORE BE IT RESOLVED THAT, until such time as new protocols are finalized and approved by Council, staff be directed to permit connections to the existing storm sewer system provided that a flow limiting orifice plate, designed by an engineer to the satisfaction of the City, be installed at the storm water outlet prior to connecting upstream storm sewers.

 

This motion seeks to modify the requirements set out in a previous resolution, which was approved by Planning and Environment Committee at its meeting of 13 October 2009, and approved by City Council at its meeting of 28 October 2009:

 

WHEREAS the City of Ottawa’s Design Guidelines has been shown to provide a high degree of protection against flooding during storm events, and

 

WHEREAS Inlet Control Devices are one of the measures that City’s Design Guidelines utilizes to prevent against basement flooding, and

 

WHEREAS in new developments or city projects, where projects are still under construction, it is prudent to ensure that Inlet Control Devices are installed as early as possible;

 

THEREFORE BE IT RESOLVED THAT City Construction Inspection staff develop and implement protocols by January 2010 that require a professional engineer to certify that all required Inlet Control Devices are properly installed and inspected prior to permitting a new storm sewer to connect to the City’s existing storm sewer system.

 


 

DISCUSSION

 

Environmental Services and Infrastructure Services staff were consulted on the motion and support it.

 

Planning and Growth Management Comments

 

This revised approach will provide protection for the existing storm system that is in line with the level of protection achieved through the use of Inlet Control Devices. 

This approach will address some practical concerns that have been raised by the construction industry.  Planning and Growth Management supports this revised direction.

This item will be advertised in the local daily newspapers as part of the Public Meeting Advertisement on the Friday preceding the Planning and Environment Committee meeting.
