That Council approve:

 

1.                  The implementation of a sidewalk on the west side of Riverside Drive between Uplands Drive and Hunt Club Road as a substitute project, as described in the report.

 

2.                  The implementation of pedestrian improvements on Blair Road between Laura Private and Innes Road on the west side, and between Meadowbrook Road and Innes Road on the east side as a substitute project, as described in the report.

 

3.                  The implementation of pedestrian improvements on River Road between Tewsley Drive and the existing pedestrian signal 300 metres south as a substitute project, as described in the report.

BACKGROUND

 

During the 2010 Capital Budget deliberation in January, Council approved $3.35M in funding for the Sidewalk/Pathway Links Program.  The funding request and accompanying list of proposed projects was introduced by way of Motion during budget deliberations.  The proposed projects had been selected in accordance with policies set forth in the Council-approved Ottawa Pedestrian Plan (reference ACS2009-ICS-PGM-0065 Council June 24, 2009).

 

As part of the ongoing sidewalk/pathway program, individual sidewalk candidates are assessed and prioritized in terms of relative need in accordance with the approved process, then added to the database as potential projects for future implementation.  Annually, a more detailed review of site specific issues and constraints is undertaken for the priority candidate segments to determine the feasibility for implementation with the top priority projects typically being brought forward for Council's consideration during budget deliberations.

 

Projects for the construction of sidewalks within the existing right-of-way fall under Schedule A+ of the Municipal Class Environmental Assessment.  Schedule A+ projects are deemed pre-approved and the local public is to be advised prior to project implementation.  Pre-approved projects are considered limited in scale and may proceed to implementation without public consultation.  For sidewalk projects, the City provides advance notice to adjacent property owners in the spring of each year, with further notice and construction details provided, as appropriate, prior to commencing implementation.

 

Sidewalks on Southmore Drive West, Meadowbrook Road and Redpath Drive were included in the list of proposed projects for 2010.  These projects have since been reviewed and it was determined that there are other projects of higher priority in Wards 11, 16 and 22.  Discussions with the Ward Councillors have presented an opportunity to specifically revisit these three sidewalk projects and assess opportunities to redirect funding to pedestrian projects of greater priority within their respective Wards.

 

This report describes the proposed substitute projects.  It should be noted that sidewalks on Southmore Drive West, Meadowbrook Road, and Redpath Drive are still identified in the Ottawa Pedestrian Plan and will remain for consideration for future implementation.

 

DISCUSSION

 

Southmore Drive West/Riverside Drive

 

Funding in the amount of $339,000 was allocated to a sidewalk on Southmore Drive West between McCarthy Road and Fielding Drive as part of the 2010 Sidewalk/Pathway Links Program.  However, upon further review, a pedestrian facility on the west side of Riverside Drive, between the existing sidewalk and Hunt Club Road ranks as a higher priority than a pedestrian facility on Southmore Drive West.  Riverside Drive is an arterial road that supports transit and which serves access to parkland, a neighbouring school, commercial and employment areas. Riverside Drive also has a higher posted speed limit and higher traffic volumes. As such, in accordance with the Transportation Master Plan and the Ottawa Pedestrian Plan, Riverside Drive has a priority requirement for a sidewalk.

 

The requirement for a sidewalk on Riverside Drive was reassessed in January 2010 due to changes in the existing community and existing pedestrian travel resulting from recent development on Hunt Club Road.  With the arrival of a high-pedestrian retail outlet, a sidewalk on Riverside Drive rises in relative priority.  Given that it is an arterial road, Riverside Drive requires a sidewalk along both sides; however, currently there is no sidewalk on either side of this segment of road.   Safety of pedestrians would be greatly improved with the implementation of a sidewalk.

 

Meadowbrook Road/Blair Road

 

Funding in the amount of $384,625 was allocated for the implementation of a sidewalk on Meadowbrook Road between Cyrville Road and Bortolotti Crescent North as part of the 2010 Sidewalk/Pathway Links Program. Further review revealed that a pedestrian facility on Blair Road between Innes Road and Meadowbrook Road ranks as a higher priority than a pedestrian facility on Meadowbrook Road.  Blair Road is an arterial road that supports transit and which serves access to rapid transit, major retail/commercial and employment areas.  Blair Road also has a higher posted speed limit and higher traffic volumes.  As such, in accordance with the Transportation Master Plan and the Ottawa Pedestrian Plan, Blair Road has a priority requirement for pedestrian facilities along both sides.

 

A City-standard sidewalk on Blair Road cannot be constructed until such time as the road is upgraded to a full urban standard with the necessary urbanized road elements to support sidewalk implementation.  Urbanization of Blair Road is not contemplated in the current planning horizon and future pedestrian facilities along this corridor envisioned in conjunction with the Cumberland Transitway extension to Blair Station will not be realized in the very near-term. None-the-less, pedestrian movement and the comfort and safety of pedestrians travelling along Blair Road could be improved in the short-term with the implementation of temporary measures.  In consultation with both the Infrastructure Services Department and the Public Works Department, implementation of paved shoulders with concrete rumble strips and painted edge lines in conjunction with appropriate signage was deemed a feasible and appropriate approach to temporarily improving the pedestrian environment along Blair Road.  The exact limits of the proposed temporary improvements are Blair Road between Laura Private and Innes Road on the west side and Blair Rd between Innes Road and the bus stop immediately north of Meadowbrook Road on the east side.

 

The portion of the originally proposed Meadowbrook Road sidewalk between Cyrville Park and Cyrville Road would proceed to implementation as planned, to support the priority need for community access to the park and to the church and commercial/retail and employment areas situated along this segment.

 

Redpath Drive/River Road

 

Funding in the amount of $510,000 was allocated for the implementation of a sidewalk on Redpath Drive between Stoneway Crescent North and Stoneway Crescent South as part of the 2010 Sidewalk/Pathway Links Program.  A review revealed that a pedestrian facility on River Road between Tewsley Drive and the existing pedestrian signal approximately 300 metres to the south ranks as a higher priority than a pedestrian facility on Redpath Drive.  River Road is an arterial road that supports transit and which serves access to parkland, major retail/commercial and employment areas.  River Road also has a higher posted speed limit and higher traffic volumes.  As such, in accordance with the Transportation Master Plan and the Ottawa Pedestrian Plan, River Road has a priority requirement for pedestrian facilities along both sides.

 

Similar to Blair Road, a City-standard sidewalk on River Road cannot be constructed until such time as the road is upgraded to a full urban standard with the necessary urbanized road elements to support sidewalk implementation.  Although reconstruction of River Road is not contemplated in the current planning horizon, implementation of temporary measures in the short-term to improve pedestrian movement and the comfort and safety of pedestrians travelling along River Road is being recommended.  These measures include the implementation of paved shoulders on both sides of the road, with concrete rumble strips, painted edge lines, and appropriate signage. 

 

RURAL IMPLICATIONS

 

There are no rural implications associated with this report.

 

CONSULTATION

 

For the approved projects, the public will be notified in accordance with Schedule A+ of the Municipal Class Environmental Assessment for sidewalk construction.

CITY STRATEGIC PLAN

 

The City Strategic Plan (2007-2010) objectives support implementation of pedestrian improvements including:

 

·         A1:  Improve the City’s transportation network to afford ease of mobility, keep pace with growth, reduce congestion and work towards modal split targets;

·         E11:  By 2017 close the gap in sidewalk, traffic lights, street lights and bicycle lane infrastructure that has been warranted and unfunded;

·         F1:  Respect the existing urban fabric neighbourhood form and the limits of existing hard services, so that new growth is integrated seamlessly with established neighbourhoods;

·         F4:  Ensure that that City Infrastructure required for new growth is built or improved as needed to serve the growth.

DISPOSITION

 

With approval of this report, the Planning and Growth Management Department will proceed with implementation of pedestrian improvements as outlined in this report.  It is anticipated that implementation will take place during the 2010 construction season.
