Committee recommendation

 

That Council approve that people who have experienced flooding three or more times at their home, but had the flooding occur at two or more properties because they had moved, also be eligible for help under the Compassionate Grant Program.

 

 

RECOMMANDATION DU COMITÉ

 

Que le Conseil accepte que les personnes dont la résidence a été inondée trois fois ou plus, mais qui ont été victimes de ces inondations sur deux propriétés ou plus en raison du fait qu’elles avaient déménagé, soient également admissibles à l’aide offerte dans le cadre du Programme de subventions à titre d’aide exceptionnelle.

That the Planning and Environment Committee recommend Council approve that people who have experienced flooding three or more times at their home, but had the flooding occur at two or more properties because they had moved, also be eligible for help under the Compassionate Grant Program.

Que le Comité de l’urbanisme et de l’environnement recommande au Conseil d’accepter que les personnes dont la résidence a été inondée trois fois ou plus, mais qui ont été victimes de ces inondations sur deux propriétés ou plus en raison du fait qu’elles avaient déménagé, soient également admissibles à l’aide offerte dans le cadre du Programme de subventions à titre d’aide exceptionnelle.

 

 

 

BACKGROUND

 

At the 25 May 2010 Planning and Environment Committee meeting, Councillor Feltmate introduced the following Notice of Motion:

 

WHEREAS Council approved a policy to provide grants to people who have experienced flooding three or more times due to a sewer back-up from January 1, 1995 and December 31, 2009;

 

AND WHEREAS two families who moved within Glen Cairn during that time experienced flooding three times in that period;

 

AND WHEREAS the hardship and disruption to their lives suffered by people who had moved within a 15-year period and experienced flooding three times was as great as that suffered by people who were at the same address for the entire time;

 

THEREFORE BE IT RESOLVED THAT people who have experienced flooding three or more times at their home in the period between January 1, 1995 and December 31, 2009, but had the flooding occur at two or more properties because they had moved, also be eligible for help under the Compassionate Grant Program.

 

Subsequent to the tabling of the Notice of Motion, the recommendation was revised to read as follows:

 

THEREFORE BE IT RESOLVED THAT people who have experienced flooding three or more times at their home but had the flooding occur at two or more properties because they had moved, also be eligible for help under the Compassionate Grant Program.

 

 

DISCUSSION

 

The Residential Compassionate Grant Policy for sewer backups as a result of a significant rainfall event was approved by City Council on 25 November 2009.

 

Environmental Services Comments

 

There are currently two applications for the Residential Compassionate Grant for Sewer Backups program from people who experienced three backups while residing at two different addresses.  Based upon information available, it is not possible to determine how many more persons would be eligible under the new criteria.

 

 

RURAL IMPLICATIONS

CONSULTATION

 

This item will be advertised in the local daily newspapers as part of the Public Meeting Advertisement on the Friday preceding the Planning and Environment Committee meeting.

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal or risk management impediments to approving the recommendation in this report.

 

FINANCIAL IMPLICATIONS

 

Funding for the Residential Compassionate Grant Program was approved in 2009 in Capital Internal Order 905745 Compassionate Grant Program, which currently has unspent authority of $153,000.

 

 

DISPOSITION

 

The Portfolio of Infrastructure Services and Community Sustainability will implement the directions of Committee and Council.
