OC Transpo staff would report to TTC on this shorter-term plan after the presentation to Council of the longer-term Lansdowne transportation study but before the beginning of the 2010-11 hockey season.  If there are elements that require agreement with outside groups, staff would begin discussions with those groups.  If there are any funding requirements, staff would bring them forward for consideration as part of the 2011 OC Transpo Marketing Plan and the 2011 transit service budget.

MOTION NO. 82/12 - That City Council implement a two-semester pilot program for Carleton and Ottawa U establishing a U-Pass for $145/semester, beginning in September 2010 with no changes to the service levels and with any resulting revenue deficit in 2010 to be taken from the Transit Reserve; and
that staff evaluate the actual costs and benefits of the pilot program after the first semester and provide a report to City Council prior to the 2011 Budget.

CMO - City Clerk & Solicitor In Progress: The City has received and deposited the settlement funds from Rogers.  The City has also received a signed, agreed-upon Municipal Street Occupation Agreement (MSOA) and is currently waiting for a signed mutual release.  Once Rogers has provided the signed release, it will require the City's sign-off to finalize this matter.

1.  That the City Manager undertake to get a guarantee from Major League Soccer (MLS) that the field the City of Ottawa is about to build at Lansdowne will meet MLS league requirements.
2.  That the City Treasurer provide regular updates to members of Council with respect to changing interest rates and how these impact on the financials relative to the Lansdowne Partnership Plan and Implementation.
3.  That the City Manager please explain why, in private discussions with the Ottawa Sports and Entertainment Group (OSEG), the proposal to bring back CFL football to the city was not enough to justify spending $100M in taxpayers' money yet publicly, the principle reason that was given to Council for the suspension of the Lansdowne redevelopment design competition was to consider a proposal that promised the return of the CFL to Ottawa.
