COMMITTEE RECOMMENDATIONS

 

That the Council approve:

 

1.             An amendment to Part 7 Information Signs of Sign By-law 2005-439 to permit, in any sign District, a non-illuminated information sign used to convey background or historical information related to the park or facility, to a maximum sign face area of 2 square metres, a maximum height of 3 metres and up to 5% of the sign face may be utilized as an acknowledgement recognizing sponsors of the park or facility.

 

2.             That as a technical amendment, the 14 day notification requirement be waived and the amendment be added to the orders of the day for approval by City Council on July 14, 2010.

2.             l’élimination, à titre de modification technique, de l’obligation d’aviser 14 jours à l’avance, et l’ajout de cette modification aux ordonnances de la journée aux fins d’approbation par le Conseil municipal le 14 juillet prochain.

BACKGROUND

 

Pursuant to Section 77 (12) of the Procedure By-law, Councillor Desroches requested that the following motion be placed on the Planning and Environment Committee Agenda for the 5 July 2010 meeting:

 

WHEREAS the South Nation Conservation Authority has requested approval to install an oversized informational ground sign, which also displays third-party sponsor information for their interpretative wetland park centre located at 2925 Findlay Creek Drive;

AND WHEREAS the increase in scale of the sign would be desirable for this parkland use and would have minimal impact on the community;

 

AND WHEREAS, based on the zoning of the property, the Sign By-law limits the height of the sign to 1.5 metres and restricts the use of third-party information on ground signs;

 

AND WHEREAS approval of third party sponsor information requires an amendment to the by-law;

 

AND WHEREAS throughout the city there is a need to display information related to the history or development of a park or facility including recognition of those who sponsored the project;

 

THEREFORE BE IT RESOLVED THAT an amendment to Part 7 Information Signs of Sign By-law 2005-439 to permit, in any sign District, a non-illuminated information sign used to convey background or historical information related to the park or facility, to a maximum sign face area of 2 square metres, a maximum height of 3 metres and up to 5% of the sign face may be utilized as an acknowledgement recognizing sponsors of the park or facility, be APPROVED;

 

BE IT FURTHER RESOLVED THAT as a technical amendment the 14 day notification requirement be waived and the amendment be added to the orders of the day for approval by City Council on July 14, 2010.

 

 

DISCUSSION

Planning and Growth Management Comment

 

The Department fully supports the establishment of this new type of information sign.  The purpose of these signs is to inform and educate the public and users of the park, and given that the enterprise is non-profit in nature and given that the public will benefit, it is appropriate to create a new category for these unique circumstances.  This type of sign is also often utilized by other levels of government at entrances to public trails, conservation areas and facilities such as national museums and heritage buildings.

 

Sign By-law 2005-439 currently prohibits third party advertising and the size of the proposed information sign in both the sign district the wetland park is located in and other districts throughout the city.  Accordingly, the by-law must be amended to recognize this unique category of signage.  To ensure the sign does not become another form of third party advertising billboard in a park, the amendment will restrict the insertion of sponsors logos to 5% of the sign face.  This is consistent with the limited surface allowed for sponsor identification on mural signs. 

 

The increase in size is in recognition that these types of signs typically display a large amount of text, pictures or pictograms and logos.  The new category of sign reflects the design and size of the sign proposed by the South Nation Conservation for this park.  The new sign category will also apply to parks, green spaces and environmental areas open to the public, where interpretative signage about the surrounds is contemplated.  This will also benefit other agencies seeking to install interpretative panels describing the history and significance of buildings, local municipal museums and parks.

 

It is recommended that the notification requirements be waived to expedite the installation of the South Nation Conservation sign to coincide with the commencement of summer and the use of the park.

This item will be advertised in the local daily newspapers as part of the Public Meeting Advertisement on the Friday preceding the Planning and Environment Committee meeting.
