9. STREET NAME CHANGE – HARTHILL WAY |
COMMITTEE RECOMMENDATIONS
That Council enact a By-law to change the name of portions of the street named Harthill Way as follows and as shown in Document 1:
(a) Parts 7, 11, 21 and 25 on Plan 4R-23525 from “Harthill Way” to “Broxburn Crescent”;
(b) Parts 9 and 23 on Plan 4R-23525 from “Harthill Way” to “Kippen Place”; and
(c) Part 13 and 19 on Plan 4R-23525 from “Harthill Way” to “Fraser Fields Way”.

On April 9, 2008, City Council approved the renaming of roadways in Barrhaven (report number ACS2008-PTE-BLD-0014) to improve consistency and way-finding of streets in the community. This included the elimination of the names of the roadways commonly referred to as Old Standherd, west of Tartan Drive, and Gorman; to be replaced by Tartan Drive. In addition, the portion of Old Standherd east of Tartan Drive was renamed Harthill Way. The reason for the changes east of Tartan Drive was to be consistent with the future Fraser Fields subdivision located to the south and road closures on Harthill Way. By-law 2008-414 incorporated the street name change and was passed on November 12, 2008.
Recently, during the registration process of the Fraser Fields subdivision, it was determined that certain portions of what is now Harthill Way do not correspond in name to the street names in the pending Fraser Fields subdivision. The attached location map, see Document 1, illustrates the parts of the roadway on Harthill Way that require change to avoid possible confusion with the street alignments in the Fraser Field subdivision. It should be noted that these technical corrections to the street names will not disrupt or affect directly any residents or businesses as the lands have not been developed.
Early notice of the street name changes was not necessary as the proposed amendment will correct technical street naming anomalies. Notice of the Committee meeting to consider this request was provided in the local newspapers prior to this Committee date.
Ward Councillor Harder is aware of the application.
There are no legal/risk management impediments to implementing the recommendations of this report.
The report is consistent with Objective 1 of the City Strategic Plan as the street name change will assist to manage growth and create sustainable communities by ensuring that new growth is integrated seamlessly with established communities.
Cost of the signage are borne by the Developer under the subdivision agreement provisions.
City Manager's Office, City Clerk and Solicitor's Department to draft and process the necessary By-law amendment for Council enactment.
