That Council approve:

 

1.         That staff report back to Transportation Committee with the following:

 

-           options for introducing effective traffic controls at the problematic intersections;

-           the legal risks to the City of Ottawa for cancelling traffic lights at these intersections and allowing the intersections to operate without traffic controls;

-           revised plans for the future and yet-to-be built intersections in the area;

-           options for maintaining the median and potential opportunities for tree planters while the median corridor is un-used; and

-           options for financing the work.

 

2.         That staff consult with the principal builder for the area on transportation and median maintenance options and partnership opportunities.

-           les solutions pour intégrer une réglementation efficace de la circulation aux carrefours problématiques;

-           les risques juridiques encourus par la Ville d’Ottawa pour avoir supprimé les feux de circulation à ces carrefours et autorisé que ces derniers soient abordés en l’absence de feux de circulation;

-           les plans révisés pour les futurs carrefours à construire dans le secteur;

-           les solutions pour conserver le terre-plein et les possibilités d’y placer des jardinières lorsque la voie du milieu est inutilisée;

-           les solutions de financement des travaux.

BACKGROUND

 

On 1 September 2010, the Transportation Committee received the aforementioned Notice of Motion with respect to the above.  A full copy of the Motion is attached as Document 1 to this report.

 

 

DISCUSSION

 

The Chapman Mills area of Barrhaven is a growing residential area with 2,000 current homes and 2,800 homes planned.  This community was developed with the North-South Light Rail Transit (LRT) as a key component of the residential and retail development.

 

In December 2006, Council reversed its decision to construct the North-South LRT project.  Traffic signals that were planned as part of the LRT project for the roadway and pedestrian intersections in order to provide for safe, efficient and effective transportation across the transit median were cancelled as part of the LRT decision.  The former LRT median and right of way bisects the community and is reserved for transit use in the current City of Ottawa Transportation Master Plan.

 

Residents have raised safety concerns regarding the lack of traffic controls at the intersections, particularly the intersection of Beatrice and Chapman Mills Drive near St. Emily Catholic School.  For their part, staff have advised that traditional four way stop controls are problematic given the non-standard intersection designs and large central median.

 

 

CONSULTATION

 

The Ward Councillor has been contacted by local residents regarding traffic and intersection concerns.

Public Works

 

Public Works staff will bring forward a detailed report outlining traffic control options, estimated costs, legal opinion and landscaping options for the median.  Staff will work with Infrastructure Services and Community Sustainability and local builders regarding partnership opportunities.

 

 

FINANCIAL IMPLICATIONS

 

Capital and Operating impacts will be identified by Public Works in a future report.

 

 

LEGAL / RISK MANAGEMENT IMPLICATIONS

 

There are no legal/risk management impediments to implementing the recommendations in this report.

 

 

RURAL IMPLICATIONS

 

There are no rural implications.
