Inquiry/Demande de renseignements Motion Whereas the Provincial Environmental Assessment (EA) of the 3.4 kilometre tunnel is completed; Whereas this EA of the tunnel has not been made available to either city council or the public Whereas the tunnel EA contains important information that belongs in the public domain and is necessary for informed decisions regarding any future light rail plans for Ottawa; Inquiry: Why has the EA for the 3.4 kilometre tunnel not been made available to Councillors their consideration? **************************** Attendu que l’évaluation environnementale provinciale du tunnel de 3,4 kilomètres est terminée; Attendu que cette évaluation environnementale du tunnel n’a pas été rendue publique ni présentée au Conseil municipal; Attendu que cette évaluation environnementale du tunnel contient de l'information essentielle relevant du domaine public et nécessaire à la prise de décisions éclairées quant aux plans éventuels relatifs au train léger sur rail à Ottawa; En conséquence, nous formulons la demande suivante : Pour quelles raisons l’évaluation environnementale du tunnel de 3,4 kilomètres n’a pas été présentée aux conseillers aux fins d’examen?
Response/Réponse The DOTT Planning and Environmental Assessment (EA) Study – Recommended Plan was presented to Council on January 13, 2010. Council approved this report and directed staff to initiate the formal expedited transit projects EA process and file the Environmental Project Report (EPR) with the Ministry of the Environment. In accordance with this direction staff submitted the EPR to the Ontario Ministry of the Environment on June 11, 2010. On this date, the EPR was posted on the project website, www.ottawalightrail.ca for the 30-day public review period. Notice of the completion of the EPR was published in the Ottawa Citizen and Le Droit, posted on ottawa.ca, and printed copies were made available at 11 different locations, including four City Client Service Centres, three branches of the Ottawa Public Library and the Central Archives. Following this review period, the EA was approved by the Ontario Minister of the Environment, without conditions, and Council was informed of the Minister’s approval by e-mail sent on August 17, 2010. The EPR remains available on Ottawa’s Light Rail Transit (OLRT) project website: http://www.ottawalightrail.ca/en/project-plan/environmental-project-report. L’Étude d’évaluation environnementale (ÉE) et de planification du tunnel de transport en commun du centre-ville d’Ottawa – Plan recommandé a été présentée au Conseil le 13 janvier 2010. Le Conseil a approuvé ce rapport et a donné le mandat au personnel de la Ville de lancer le processus accéléré officiel d’ÉE des projets de transport en commun et de déposer un rapport de projet environnemental (RPE) au ministère de l’Environnement.

Conformément à ces directives, nous avons remis un RPE au ministère de l’Environnement de l’Ontario le 11 juin 2010. À cette date, le RPE a été affiché dans le site Web du projet à www.ottawalightrail.ca pour la période d’examen public de 30 jours. L’avis d’achèvement du RPE a été publié dans l’Ottawa Citizen et Le Droit, posté à ottawa.ca et on pouvait s’en procurer des exemplaires dans onze endroits différents, y compris à quatre centres de services à la clientèle de la Ville, à trois succursales de la bibliothèque publique d’Ottawa et aux Archives centrales.

Suivant cette période d’examen, l’ÉE a été approuvée sans condition par le ministère de l’Environnement de l’Ontario et le Conseil a été informé de l’approbation du ministre par courriel le 17 août 2010.
