COMMITTEE RECOMMENDATION

 

That Council approve the following appointments to the Ottawa Public Library Board, all terms to be effective upon Council approval and to expire with the term of Council:

BACKGROUND

 

The composition of the Ottawa Public Library Board was established in By-law 2001-11, amended by By-law 2003-607, as 14 members; 8 of which are not Council members.  The by-law formalizes the criteria to be considered when selecting members.  On 15 December 2010, City Council appointed the following councillors to the Board:

 

Councillor Keith Egli;

Councillor Jan Harder;

Councillor Shad Qadri;

Councillor Doug Thompson;

Councillor Tim Tierney; and

Councillor Marianne Wilkinson:

 

In accordance with the Public Libraries Act, appointments to the Library Board shall be made at the first meeting of Council in each term.  If Council fails to make the appointments at its first meeting, it shall do so at any regular or special meeting held within 60 days after its first meeting.  As stated in the by-laws of the Board of the Ottawa Public Library, the first or inaugural meeting of the Board in a new term shall be called by the Chief Executive Officer/City Librarian in January or as soon as possible thereafter.

 

CONSULTATION

 

The Selection Panel was composed of Councillor Stephen Blais, Councillor Maria McRae, Councillor Jan Harder, as Chair of the Library Board and Ms. Pamela Sweet as Vice-Chair of the Library Board.  They met in early January to review applications, conduct interviews and put forward recommendations.
