That the Nominating Committee consider the appointments outlined in this report and recommend to Council the appointments to Boards for the term of Council (2010-2014).

BACKGROUND
The City of Ottawa holds the authority to appoint Council Members to various external boards. The City’s representation varies from board to board, which is generally noted in the entity’s founding by-law or constitution.
The Nominating Committee and Council approved some of the Council appointments to external Boards as part of a Phase 1 process in December 2010. The current process seeks to finalize Council appointments to the balance of the external Boards on which the City has representation.
DISCUSSION
At the outset of each new term of Council, the Nominating Committee is charged with reviewing all appointments to Boards and making recommendations to Council on the Council Member appointments. On 8 December 2006, a memo entitled “2010-2014 Term of Council – Nominating Committee Survey” was distributed to all Members of Council. This memo requested Members to identify which Boards on which they wish to serve, in order of preference. The results of this survey are outlined in Document 1.
Generally, all Council appointments are held effective for the term of Council.
This report illustrates a compilation of the survey information associated with the Boards. The Nominating Committee is requested to review the information and make recommendations to Council keeping in mind the need to ensure a City-wide balance and perspective, as well as recognizing as much as possible each Councillor’s previous service, experience and areas of interest.
CONSULTATION
Consultation with Members of Council was obtained through the Nominating Committee survey and request for Board membership preferences and associated comments.
FINANCIAL IMPLICATIONS
There are no financial implications associated with this report.

DISPOSITION
The Nominating Committee recommendations will be forwarded to Council for consideration and final approval at its meeting scheduled for 26 January 2011. Following Council approval, the City Clerk’s Branch will inform the administration for the various Boards of the Council approved appointments.

Mayor Watson invited motions, in turn, on appointments to each of the Boards listed in Document 1 of the report.
At the outset, Councillor Chiarelli advised that he would withdraw his expression of interest for sitting on the Ottawa Centre for Research and Innovation in exchange for increasing his priority ranking for appointment to the Ottawa-Gatineau Film and Television Development Corporation.
With respect to appointments to the Central Canada Exhibition Association, Councillor Taylor withdrew his name.
Councillor Moffatt suggested that Committee accept the priority ranking, as outlined in Document 1, and appoint those Councillors who had selected the CCEA as their first choice.

was created and wanted some assurance that members would attend meetins.

appointment to this Board.

expressed it as their first choice.

Moving on to the Ottawa Centre for Research
and Innovation, Mayor Watson noted that Councillor Chiarelli had withdrawn his
name, leaving Councillors Taylor and Clark as having identified this as their
first choice.
Councillor Blais moved that Councillor Taylor
be appointment to the Ottawa Centre for Research and Innovation.
Councillor Monette moved that Councillor
Clark be appointed to the Ottawa Centre for Research and Innovation.
Pursuant to Section 88
of the Procedure By-law, a vote was taken on the two nominees (Councillors M.
Taylor and P. Clark) for the one position available on the Ottawa Centre for
Research and Innovation. Councillor
Taylor’s appointment was recommended on the division noted below.

With respect to City appointments to the
Ottawa Convention Centre Board of Directors, Mayor Watson referenced a letter
received from the Board Chair and he advised that he was supportive of their
request. He noted the Board was in the
midst of the Convention Centre expansion and the last Council saw fit to have 2
members appointed from citizenry as opposed to Council. The Board Chair had asked that the citizen
members’ terms be extending in light of the status of the expansion project.
Councillor Fleury introduced a motion to
appoint the Mayor and to extend the terms of Bernie Ashe and Cyril Leeder to
December 2013.
Councillor Monette noted that Councillors
Hobbs had quite and extensive background and had expressed an interest. He wondered if she was aware of the OCC letter
and whether she had given any comment on it.
Mayor Watson confirmed that all members of Council had received a copy
of the letter and that she had not approached him since then with any comment.
Councillor Monette moved the following
amendment to Councillor Fleury’s motion.
Councillor Fleury maintained the reason the
Board Chair submitted the letter related to the current status of the expansion
project and the fact that the current members were intimately familiar with it
and therefore extending their terms would avoid any disruptions.
Councillor Monette acknowledged the intent
behind the OCC letter. However, he
referenced the qualifications of a particular Councillor and maintained that he
felt the Councillor deserved a right to sit on the Board.
Councillor Deans agreed that Councillor Hobbs
would be a very good choice. However,
she also felt Councillor Fleury would be a very good choice because the OCC was
in his ward. Having said that, she
indicated she would not support the amendment because she believed the City
should respect the Board’s request.

That
Councillor Fleury’s motion for appointments to the Ottawa Convention Centre
Board of Directors be amended by adding Councillor Hobbs and deleting Mr. Ashe.

WHEREAS the Chair of the Ottawa Convention Centre Board of Directors has
written to the Mayory and asked that, for purposes of continuity, Council
consider extending the terms of the two representatives of the local business
community currently serving as City of Ottawa appointees to the Ottawa
Convention Centre Board of Directors;
THEREFORE BE IT RESOLVED that the Nominating Committee recommend to
Council the appointment of Mayor Watson to the Ottawa Convention Centre Board
of Directors;
AND BE IT FURTHER RESOLVED that the Nominating Committee recommend the
extension of Bernie Ashe’s and Cyril Leeders’ terms as City of Ottawa
appointees on the Ottawa Convention Centre Board of Directors, with terms
ending in December 2013.

Moving on to the Pineview Municipal Golf
Course Board of Management, Councillors Deans and Monette withdrew their
expressions of interest and although Councillor Tierney was listed on Document
1, Mayor Watson noted his appointment was automatic as a result of a Council
motion during consideration of the Governance report.
Councillor Chiarelli proposed the appointment
of Councillors Blais, Moffatt, Desroches and McRae.
Councillor McRae noted Councillor Hubley had
not lobbied any of his colleagues for this appointment and that she would be
happy to have her name stand but should Councillor Hubley express his interest
prior to Council consideration, she would withdraw.
Mayor Watson indicated Councillor Hubley had
mentioned it to him, though he had not pushed for it.
In light of this comment, Councillor McRae
withdrew her name and Councillor Chiarelli amended his motion accordingly.
