COMMITTEE RECOMMENDATION
That
Council approve an amendment to the Zoning By-law 2008-250 to change the zoning
of 115 Walgreen Road from Rural General Industrial Subzone 4 (RG4) to Rural
General Industrial Subzone 4 exception [XXXr] (RG4[XXXr]), as shown in Document
1 and as detailed in Document 2.

The subject
lands are at 115 Walgreen Road within an existing industrial subdivision. The site is on the south west side of Walgreen Road and is surrounded by
other industrial uses.
A consulting engineering firm currently occupies a portion of the building and is ancillary to other related on site uses such as a surveyor’s office.
Purpose of Zoning Amendment
The
proposed rezoning would add office use as a main permitted use in the Rural
General Industrial Subzone 4 for this site to allow the consulting engineering
firm to expand and occupy the majority of the new proposed facility.
Existing Zoning
The Rural General Industrial Subzone 4 zone does not permit an office use as a main permitted use. Currently, that use could only be considered on the basis of being an accessory use.
Proposed Zoning
The zoning will add office uses to the main permitted uses for this site.
Official Plan
The lands lie within the Carp Road Corridor Rural Employment Area within the Official Plan. The designation is intended permit a range of industrial and commercial employment uses within the corridor subject to the provisions of the approved Community Design Plan. The uses include professional and business services.
Carp Road Corridor Community Design Plan
The Community Design Plan (CDP) designates
the subject property as Light Industrial.
The intent of the designation is
to permit professional, scientific, and technical services and for those uses be the
dominant ones within the industrial parks.
Proposed Zoning
The Rural General Industrial Subzone 4 exception zone would add the office use as a permitted use for this property only.
The proposed use - a consulting engineering firm – could be considered both a professional and a technical service. By definition, within the Zoning By-law, office uses would include those professional and technical services contemplated in the Carp Road Corridor CDP.
Concurrent Application
The site plan control application (D07-12-10-0262) was circulated concurrently with the zoning amendment. The site plan proposal would see the existing building of 756.4 square metres demolished and replaced with a two-storey building of 1940 square metres. Ample parking would be provided and 59 per cent of the lot would be landscaped.
The site is serviced with
municipal water and the on-site sewage system is proposed to be replaced. A
stormwater pond will also be located on site.
Summary
The addition of office uses to the
Rural General Industrial Subzone 4 zone for this site is appropriate and
contemplated within the Official Plan, as well as the Carp Road Corridor Community
Design Plan.

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy. The City did not receive any negative comments or opposition to this application.
There are no legal/risk management implications associated with this report.
The
proposed development and planning applications align with the City Strategic
Plan in that the limits of existing hard services are respected. As
well it aligns with the Strategic Plan by assisting in the provision and
retention of employment opportunities, and the potential expansion of the use
can fit seamlessly within that existing community.
There are no direct financial implications associated with this report.
This application was processed by the "On Time Decision Date" established for the processing of Zoning By-law amendment applications.

Ms. Cheryl
McWilliams, Planner III, Development Review, Rural Services, Planning
and Growth Management, Infrastructure Services and Community Sustainability, spoke to
a PowerPoint presentation (held on file with the City Clerk) which served to
provide the Committee with a brief outline of the staff report.
Mr. Todd Perry, McIntosh Perry Consulting, did not speak to a formal presentation, but offered that as the
applicant, he was looking forward to new office expansion bringing new
employment and business to the area.
There being no further discussion, the Committee approved the report
recommendation as presented.
That the Agriculture and Rural Affairs Committee recommend Council
approve an amendment to the Zoning By-law 2008-250 to change the zoning of 115
Walgreen Road from Rural General Industrial Subzone 4 (RG4) to Rural General
Industrial Subzone 4 exception [XXXr] (RG4[XXXr]), as shown in Document 1 and
as detailed in Document 2.
