That Council approve an amendment to the Zoning By-law 2008-250 to change the zoning of 3343 Mustang Street from DR1 - Development Reserve Subzone 1 to V1E[XXXr] - Village Residential First Density Subzone E Exception zone, and from O1 – Parks and Open Space Zone to V1E[XXXr] – Village Residential First Density Subzone E Exception Zone and from V1E – Village Residential First Density Subzone E Exception Zone to V1E[XXYr] – Village Residential First Density Subzone E Exception Zone as detailed in Document 1 and as shown in Document 2. 4. AMENDMENT TO SITE PLAN CONTROL BY-LAW MODIFICATION AU RÈGLEMENT SUR LA RÉGLEMENTATION DU PLAN D’IMPLANTATION COMMITTEE RECOMMENDATION That Council approve that the Site Plan Control By-law be amended to provide an exemption for all agricultural buildings, regardless of size. COMMUNITY AND PROTECTIVE SERVICES REPORT 4 1. PARKS DEDICATION BY-LAW RÈGLEMENT SUR L’AFFECTATION DE TERRAINS À LA CRÉATION DE PARCS COMMITTEE RECOMMENDATION That Council enact the Parks Dedication By-law, attached as Document 1, to formally dedicate all properties listed on the City’s Inventory of Parks as currently posted and periodically updated by City staff on Ottawa.ca, as parkland and to declare that such property be used for public recreation purposes. 2. MUNICIPAL CAPITAL FACILITIES AGREEMENT – OTTAWA HUMANE SOCIETY – 245 WEST HUNT CLUB ENTENTE MUNICIPALE SUR LES IMMOBILISATIONS – SOCIÉTÉ PROTECTRICE DES ANIMAUX D’OTTAWA – 245, WEST HUNT CLUB COMMITTEE RECOMMENDATIONS That Council: 1. Authorize the Deputy City Manager, City Operations to finalize and execute a Municipal Capital Facilities Agreement (Document 1) for the premises owned and occupied by the Ottawa Humane Society at 245 West Hunt Club Road, and enact the associated by-law (Document 2) such that the exemption of taxes for municipal and school purposes and of municipal development charges be based on the portion of the facility that will be occupied for the provision of municipal animal shelter and ancillary services (38.1%) and provided that: a) an off-setting amount be provided to the Ottawa Humane Society for education development charges for the above-noted portion of the facility from the Provision for One-time and Unforeseen Expenditures ($16,300); and, b) the municipal portion of the planning application and building permit fees be funded from a transfer from the Provision for One-time and Unforeseen Expenditures ($53,900); and, 2. Approve that the City enter into a 25-year deferral agreement for municipal development charges related to the remaining portion (61.9%) of the facility. PLANNING COMMITTEE REPORT 7B 1. ZONING - PART OF 195 MEANDERING BROOK DRIVE ZONAGE - PARTIE DU 195, PROMENADE MEANDERING BROOK COMMITTEE RECOMMENDATIONS (This matter is Subject to Bill 51) That Council approve: 1. An amendment to the Zoning By-law 2008-250 to change the zoning of part of 195 Meandering Brook Drive from O1 – Open Space to R5A[1235] H(22) – Residential Fifth Density Subzone A Exception [1235] zone with a maximum height limit of 22 metres, as shown in Document 1. 2. That the implementing by-law not proceed to Council until such time as the application for Site Plan Control has been approved. 2. ZONING – PART OF 2168 TENTH LINE ROAD AND PART OF 2367 TENTH LINE ROAD ZONAGE – PARTIE DU 2168, CHEMIN TENTH LINE ET PARTIE DU 2367, CHEMIN TENTH LINE COMMITTEE RECOMMENDATIONS (This matter is Subject to Bill 51) That Council approve an amendment to the Zoning By-law 2008-250 to change the zoning of: 1. Part of 2168 Tenth Line Road from Development Reserve zone (DR) to Residential Third Density Subzone Z Exception Zone (R3Z[1684]) zone, Residential Fourth Density Subzone Z Exception Zone (R4Z[XXXX]) and a Parks and Open Space zone (O1), as shown in Document 1 and as detailed in Document 3; 2. Part of 2367 Tenth Line Road from Residential First Density Subzone V (R1V) to Parks and Open Space zone (O1) as shown on Document 2 and Detailed in Document 3; and, 3. Part of the lands known historically as 2367 Tenth Line Road from Parks and Open Space subzone P zone (O1P) to Parks and Open Space zone (O1) as shown on Document 2 and Detailed in Document 3.” 3.
