in Document 2, as amended by the following:
The Holding symbol may not be removed until such time
as:
(i) it
is shown, to the satisfaction of the General Manager of Planning and Growth
Management, that there exists sufficient servicing capacity, through the
removal of extraneous flows, which will be confirmed by the Applicant; and,
(ii) the Applicant enters into an
Agreement with the City, to the satisfaction of the General Manager of Planning
and Growth Management, whereby the Applicant shall provide a Letter of Credit
to the City, the amount to be based on industry-accepted engineering practices,
representing the non-residential proportionate share required for the necessary
upgrades to the Pump Station and forcemain, identified through the Richmond
Master Servicing Study.

AMENDED

That Council
approve an amendment to the Zoning By-law 2008-250 to change the zoning of
4837 Albion Road from RC4[528r] H(15) to RC4[528r] H(15) to permit 21
gaming tables as detailed in
Document 2, and as amended by the following:
1. That if the
re-zoning application is approved and once the Province makes a formal
announcement that they are implementing 21 gaming tables at the RCRS facility,
the City be directed to begin the process of undertaking an ATM Study within
the scope of traffic calming
solutions as well as traffic managements solutions;
2. That
funding for the ATM Study at a cost of $75,000 come from the City of Ottawa One
Time Unforeseen account which will be reimbursed with the revenues received
from the 21 gaming tables; and,
3. That the
City be directed to implement traffic mitigation measures resulting from the
ATM Study and that the associated costs from this ATM study be derived from
City reserve funds, generated from the 21 gaming tables.

of Ottawa Endowment Fund in an amount of up to $21,253,000 be distributed and that the amount of
the payment be lowered if required, to keep the value of the Fund at not less
than $200 million after the distribution is made; and
2. Receive this report on the results of the City’s investments
for 2010 as required by Ontario Regulation 438/97 as amended to
Regulation 292/09, Section 8 (1), and the City’s Investment Policy.

LONG-RANGE FINANCIAL PLAN IV (PART 1) PLAN

That Council adopt the 2012 to 2014 operating budget strategy as outlined in the attached report, which includes the following:
a. The increase in the municipal portion of the tax bill will be a maximum 2.5% increase per year.
b.
All new operating budget needs will be
established through Council’s strategic initiatives setting process.
c.
The annual operating budget envelope for
Council’s Strategic Initiatives will be increased by the value of the
Provincial upload in each of the next three years.
d. The annual capital budget envelope for Council’s Strategic Initiatives will be limited to the $34 million envelope as identified in the 2011 capital budget.
e. That the City Manager be directed to work with the Mayor’s office to develop draft annual budgets consistent with the Long-Range Financial Plan, identifying any unforeseen issues and recommending any additional strategies that may be required to achieve Council’s direction.
f. That, as part of the annual budget process, the budget allocation for all local Boards and Commissions be based on their individual pro-rated share of a 2.5% tax increase and an estimated 2% increase in taxes resulting from growth in assessment, and that Council request that these Boards and Commissions develop their draft budgets within their annual allocation.

Solicitor to send out a notice of Council's intention to pass a by-law to alter
the existing BIA boundaries, as defined in Document 1, in accordance with
Section 210 of the Municipal Act, 2001;
3. Authorize and direct the City Clerk and
Solicitor to prepare an amending by-law to amend By-law No. 2005-498 (A by-law of the City of Ottawa designating the Barrhaven
Area as an improvement area) to include the expanded area as described in Document 1, in accordance
with Sections 204 and 209 of the Municipal
Act, 2001; and
4. Enact the aforementioned by-law in accordance
with section 204 and 209 of the Municipal
Act, 2001, subject to the City Clerk and Solicitor receiving favourable
results on the notices referred to in Recommendation 2, advising of the
intention to pass a by-law expanding the boundary.
