The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on 22 June 2011 beginning at 10:00 a.m.
The Mayor, Jim Watson, presided and led Council in prayer.
The National Anthem was performed by
the Gloucester Songsters.
Announcements/Ceremonial Activities
RECOGNITION – CITY BUILDER AWARD
Mayor Jim Watson and Councillor Tim Tierney presented the Mayor’s City Builder Award to Mr. Sofa Mohamed who is a strong role model for youth in the west-end of Ottawa. Some of his accomplishements include the initiation and implementation of homework clubs, soccer teams, basketball leagues, sports nights, and celebrations for youth and other community members. Mr. Mohamed is a founder of Young Somali Professionals of North America-Ottawa Branch, a Chairperson of the Somali Youth Basketball League, is a member of the board of directors at the Britannia Community House and Catholic Immigration Centre and is a Youth Worker at the Pinecrest-Queensway Community Health Centre.
PRESENTATION – CANADIAN COALITION OF MUNICIPALITIES
AGAINST RACISM AND DISCRIMINATION AGREEMENT
Mayor Jim Watson presented Ms. Katherine Berg, Special
Advisor to the Secretary-General for the Canadian Commission for UNESCO (United
Nations Educational, Scientific and Cultural Organization), with the singed memorandum
confirming the City of Ottawa’s joining of the Canadian Coalition of
Municipalities Against Racism and Discrimination (CMARD). Ms. Berg then
presented Mayor Watson with a certificate on behalf of the Canadian Commission
of UNESCO. The City continuously strives to provide an environment for Ottawa residents that is free of systemic and individual racism,
discrimination and xenophobia.

Engineer's Report dated April 2011 for the David Adams Municipal Drain
and give first and second reading to the attached By-law in accordance with
Sections 42 and 45 of the Drainage Act of Ontario; and
2. In the event that
Council adopts the Engineer's Report dated April 2011 for the David Adams
Municipal Drain, direct the City Clerk and Solicitor to appeal the $219,682.00
special assessment that the drainage engineer assessed to the City lands within
the area requiring drainage to the Court of Revision under Section 52 of the Drainage Act.

the City be directed to begin the process of undertaking an ATM Study within
the scope of traffic calming
solutions as well as traffic managements solutions;
2. That
funding for the ATM Study at a cost of $75,000 come from the City of Ottawa One
Time Unforeseen account which will be reimbursed with the revenues received
from the 21 gaming tables; and,
3. That the
City be directed to implement traffic mitigation measures resulting from the
ATM Study and that the associated costs from this ATM study be derived from
City reserve funds, generated from the 21 gaming tables.

That Council adopt the 2012 to 2014 operating budget strategy as outlined in the attached report, which includes the following:
a. The increase in the municipal portion of the tax bill will be a maximum 2.5% increase per year.
b.
All new operating budget needs will be
established through Council’s strategic initiatives setting process.
c.
The annual operating budget envelope for
Council’s Strategic Initiatives will be increased by the value of the
Provincial upload in each of the next three years.
d. The annual capital budget envelope for Council’s Strategic Initiatives will be limited to the $34 million envelope as identified in the 2011 capital budget.
e. That the City Manager be directed to work with the Mayor’s office to develop draft annual budgets consistent with the Long-Range Financial Plan, identifying any unforeseen issues and recommending any additional strategies that may be required to achieve Council’s direction.
f. That, as part of the annual budget process, the budget allocation for all local Boards and Commissions be based on their individual pro-rated share of a 2.5% tax increase and an estimated 2% increase in taxes resulting from growth in assessment, and that Council request that these Boards and Commissions develop their draft budgets within their annual allocation.

the existing BIA boundaries, as defined in Document 1, in accordance with
Section 210 of the Municipal Act, 2001;
3. Authorize and direct the City Clerk and
Solicitor to prepare an amending by-law to amend By-law No. 2005-498 (A by-law of the City of Ottawa designating the Barrhaven
Area as an improvement area) to include the expanded area as described in Document 1, in accordance
with Sections 204 and 209 of the Municipal
Act, 2001; and
4. Enact the aforementioned by-law in accordance
with section 204 and 209 of the Municipal
Act, 2001, subject to the City Clerk and Solicitor receiving favourable
