Special City Council meeting called by His Worship Mayor Watson
to consider matters related to a proposed collective
agreement with the Amalgamated Transit Union Local 279.
The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on 19 October 2011 beginning at 2:00 p.m.
The Mayor, Jim Watson, presided and led Council in prayer.

BE IT RESOLVED that Council resolve In
Camera pursuant to Subsections 13. (1) (d) labour relations or employee negotiations; and (f) the receiving of
advice that is subject to solicitor-client privilege, including communications
necessary for that purpose, of Procedure By-law 2006-462, with respect to receiving an update on
matters related to the tentative collective agreement with the Amalgamated
Transit Union Local 279.

Upon resuming in open session, Mayor Watson indicated that Council had met In-Camera for a briefing from the City Clerk and Solicitor on matters related to ATU Local 279 – Collective Agreement Ratification. There were no votes taken during the In-Camera Session.

WHEREAS City Council has endorsed the principle that, in the interests
of avoiding a service disruption in the future, it should continuously seek
improved labour relations with the Amalgamated Transit Union, Local 279
(“ATU”); and
WHEREAS in keeping with that direction, the City and the ATU have been
working collaboratively to resolve issues of mutual concern in the workplace;
and
WHEREAS this joint commitment on the part of the City and the ATU has
resulted in a tentative agreement for a one-year renewal of the collective
agreement for the period of April 1, 2011, to March 31, 2012, that is fair to
taxpayers and transit users; and
WHEREAS the tentative agreement was ratified overwhelmingly by the ATU
membership by a vote of 83% on October 14, 2011; and
WHEREAS the Transit Commission has recommended that Council ratify the
tentative agreement reached with the ATU on October 7, 2011;
THEREFORE BE IT RESOLVED that City Council ratify the tentative
agreement reached with the ATU Local 279; and
BE IT FURTHER RESOLVED that the terms of the tentative agreement be
made public.
