Background

 

Most major commercial airports around the world serve as catalysts for economic growth by enabling their regions to benefit from the globalization of business and tourism. The high speed of travel and the safe transportation of goods and people advances major business and employment opportunities in nearly all economic sectors.

 

The City of Ottawa and the Ottawa McDonald Cartier International Airport Authority (OMCIAA) recognize that stimulating the local economy through a number of avenues, including the airport, is important to ensuring long-term prosperity. With the rising economic strength of China and India, the centre of gravity for world economic growth is shifting and competition for business, talent and tourism is strong.  As part of Ottawa’s investment in economic development, the City has committed to leveraging Ottawa’s strengths as a competitive global hub and promoting Ottawa globally as a top destination in which to work, play, study, visit and live. In this light, a shared commitment to economic development between the City and the OMCIAA will help maintain and enhance Ottawa’s competitive economic position.

 

In Ottawa, the OMCIAA is a significant economic generator for the national capital region and is also an important contributor to the economy.  Approximately 4.5 million passengers use the airport each year, and in a recent study conducted by LeighFisher, the economic impact of the airport is estimated to be $1.1 billion annually.

 

The airport links Ottawa and its surrounding communities to major Canadian and American cities and serves as an international gateway to the world by providing scheduled service to key transportation hubs.  Ottawa’s international businesses and organizations, both importing and exporting, are all heavily reliant on the success and growth of airport services.  The ability to attract foreign investment, major events and conferences, as well as tourists to Ottawa is dependent on the airport’s multiple functions and services.

 

Aside from being a gateway for travel, the OMCIAA also provides for the development of airport property for aviation and non-aviation purposes, including the leasing and development of its land for retail and employment purposes. In addition, it is one of Ottawa’s largest employers. In 2010, approximately 5,000 people were directly employed at the airport and another 5,400 were indirectly employed as a result of airport operations.

 

Partnerships for Prosperity, the City’s approved five-year strategy for economic development, recognizes the importance of the Ottawa airport and the contributions it makes to the economic development of the city. As part of its implementation plan (ACS2011-ICS-CSS-0007), the Economic Development Branch (EDB) committed to working with the OMCIAA to develop a framework to meet common economic development goals and to improve Ottawa’s economic health. Together, it was decided that this framework would take the form of a shared vision document whose development was led by the EDB, in participation with the OMCIAA.  The primary purpose of this document is to define a common vision and objectives that will guide how the City and the OMCIAA can work together to implement initiatives that optimize contributions to employment and the economy. This report presents this vision: A Shared Vision for Ottawa’s Economic Development (Document 1).

 

 

DISCUSSION

 

Given the strong and mutual relationship between airports and economic development, the EDB committed to work with the OMCIAA to develop a framework to meet common economic development goals and objectives, entitled A Shared Vision for Ottawa’s Economic Development (Document 1).

 

The function of the framework and its shared vision is to define a common vision statement and objectives that will guide how the City and the OMCIAA can work together to stimulate economic growth and optimize contributions to employment and the economy.

 

The shared vision statement is a combination of the vision of the City’s approved five-year plan for economic development, Partnerships for Prosperity, as well as the OMCIAA’s core vision for long-term strategic business planning.  Together, these visions speak to the importance that transportation has on a city’s economic development. The vision reads as follows:

 

“To optimize economic performance and growth within Ottawa through the establishment of a multi-modal transportation centre on airport lands , that together with improved access and designated employment lands, enhances and promotes Ottawa’s profile and ability to be a competitive global hub for innovative and knowledge-based talent, businesses and organizations.” 

 

In order to achieve the shared vision, objectives and opportunities were developed. These objectives and opportunities will contribute to the economic growth of Ottawa and will be achieved by the OMCIAA and the City working in partnership. The objectives include:

 

·         Stimulating and targeting economic growth, international business and foreign investment in key industries and commerce;

·         Attracting major events and conventions;

·         Strategically developing employment lands where opportunities include increasing the presence of small, medium and large multinational companies; and,

·         Proactively identifying route expansion opportunities in targeted geographic regions and augmenting Ottawa’s exports.

 

To solidify the shared vision, where appropriate, the City’s Official Plan, Transportation Master Plan, Infrastructure Master Plan, Development Charges By-law and other related plans will acknowledge the importance of the City and the OMCIAA’s shared vision. The same is important for the OMCIAA’s Strategic Plan, Airport Master Plan, Land Use Plan and Employment Sector Strategy. 

As part of the next update cycle for these aforementioned City plans, modifications will be made to them, to the extent possible, to incorporate new or revised policies that reflect the shared vision of how the City and the OMCIAA can work together to stimulate economic growth.

 

 

RURAL IMPLICATIONS

 

There are no rural implications associated with this report.

 

 

CONSULTATION

 

The development of the shared vision document was led by the City of Ottawa in partnership with the OMCIAA.  The National Capital Commission (NCC) was also consulted. The City and the airport will continue to consult with each other and the NCC on the implementation of any initiatives, projects or programs implemented as a result of the vision.

 

Within the City, both the Planning and Growth Management and Transit Services departments were consulted, and provided input on the development of the shared vision.  The vision is aligned with the policies and programs of both departments.  The Economic Development Branch will continue to consult with these and any other internal City departments on any initiatives, projects or programs implemented as a result of the vision.
