CEREMONIAL ACTIVITIES / ANNOUNCEMENTS
Chair El-Chantiry stated that after 32 years with the Ottawa Police Service, this would be Deputy Chief Larochelle’s final Board meeting. On behalf of the Board, Chair El-Chantiry congratulated him on his new job as Chief of the Kingston Police Force and thanked him for all his years of dedicated service to the Ottawa Police, the Board and the community.
Deputy Chief Larochelle thanked the Board for their confidence in him and the
support he has received. He said that the invaluable experiences he has gained
in Ottawa will benefit him in Kingston. He also thanked the Chief for his
leadership and fellow officers for their support and camaraderie.
b) Presentation of Toastmasters International Communication and Leadership Award to Staff Sergeant Isobel Granger
On behalf of Toastmasters, Eastern Canada, Mr. Harry Kingston presented Staff Sergeant Isobel Granger with the International Communication and Leadership Award. Only one other police officer in Canada has received this award. S/S Granger is an outstanding role model in leadership for those who advocate on behalf of issues affecting women and children. Her highly respected commitment to excellence, professionalism and service has made a profound difference in the lives of women in Canada and abroad. She began her epic journey as the first black officer to join the ranks of the British South Africa Police in Zimbabwe. She moved to Canada to become the first black female officer with the Ottawa Police Service and rose through the ranks from platoon leader to Supervisor in the Ottawa Police Youth Section. Her excellent communication skills led her to leadership within the Diversity and Race Relations and OPS Partner Assault Units.
Staff Sergeant Granger thanked everyone for the recognition and award. She is passionately committed to her position with the OPS and to maintaining the structures in our society that ensure peace. She has experienced life in a conflict torn country and doesn’t wish for Canada what has become of her homeland.
c) Police Week
Member Harder wished to thank Cst. P. McKenna and the team he gathered in Barrhaven during Police Week, as well as Supt. Skinner for walking the beat. The focus was specifically on two schools (3,000 students) and community traffic concerns. Traffic is the number one concern in the community and their efforts that day made a difference. Chief Bordeleau thanked Member Harder for her kind words and said he would relay her comments to those involved.

Wrongfully Accused Association
Mr. Roberts wanted to know if the documents he distributed two years ago were received by the Board. He spoke of his plans to protest various individuals regarding the false accusations he says have been made against him. Accompanying Mr. Roberts was Ms. J. Scharf, who stated that there is a systemic bias and Mr. Roberts is looking for a protocol to be established to address it.

Member Watson congratulated the OPS members who were involved in the tremendous work done over the weekend. Due to the events at the Boston Marathon, heightened security was expected and very much appreciated.
Chair El-Chantiry asked that the Chief pass along the Board’s gratitude to all members involved in race weekend. A great job was done by all emergency personnel.

2. TRAFFIC STOP RACE DATA COLLECTION PROJECT UPDATE
Chief’s report
Chair El-Chantiry welcomed the following presenters: Inspector Pat Flanagan, Project Lead; Dr. Lorne Foster, York University Research Team; Dr. Les Jacobs, York University Research Team; Dr. Shaheen Azmi, Ontario Human Rights Commission; and Ms. G.Massicotte, OPS. The presentation team demonstrated how race data collected at traffic stops will be entered into the OPS database, and provided an update on the project. The launch date is set for June 27th. The presentation included information on the following areas:
· The study design and research methodology that has been developed with significant community-police input;
· The preparations for the commencement of the data collection, including officer training and public awareness; and
· The ongoing engagement and consultation program to support the project over the next two years.
Dr. S. Azmi said the Commission is very pleased with the significant and earnest effort being made by the OPS team to make this as effective a project as possible. The OPS is taking the lead in addressing the concerns of racialized communities and these efforts will go a long way in building better relationships between the Service and all community members. This two year study is the most substantial effort of any police service in this country and can be used as a model to address racial profiling concerns. Dr. Azmi added that the Commission will be available to offer support as best they can.
Chief Bordeleau thanked the presenters for their commitment and assistance in leading the Service through this initiative. The Chief believes the OPS has demonstrated through their consultations that they have gone a long way in solidifying stronger relationships within the community. He believes the Ottawa Police Service is delivering a bias free service and this project will ensure that service continues.
Chair El-Chantiry thanked everyone for their hard work, including the Human Rights Commission for their guidance and participation with this project. On behalf of the Board he thanked everyone for the work that has been done to bring this project to fruition.

3. PURCHASE OF POLICE PACKAGE VEHICLES - 2013
Chief’s report
Responding to a question from Member Watson about the reimbursement owed to the OPS from Ford Motors, Chief Bordeleau stated verbal negotiations have been ongoing and will be followed up shortly with written correspondence. Staff will continue to pursue this matter until a satisfactory conclusion is reached.
That the Ottawa Police Services Board approve the purchase of 60 police package vehicles for 2013 at a cost of $1,677,514.

That the Ottawa Police Services Board approve that the 2014 Ottawa Police Service Operating and Capital Budgets be developed to result in a recommended tax increase of no more than 2%.

16. BY-LAW TO AMEND THE FALSE ALARM REDUCTION BY-LAW OF THE OTTAWA POLICE SERVICES BOARD
By-law No. 1 of 2013
That the Ottawa Police Services Board approve Ottawa Police Services Board By-law No. 1 of 2013, being a by-law to amend Section 12 of By-law #1 of 2010 entitled “A by-law of the City of Ottawa Police Services Board establishing a system for the registration of security alarm systems and reduction of false alarms” by striking out the expression “One Hundred and Thirty Dollars ($130.00)” where it occurs therein and substituting the expression “One Hundred and Thirty-Five Dollars ($135.00)” therefor.
