SUBJECT/OBJET CANADIAN ASSOCIATION OF POLICE BOARDS: NOMINATION TO BOARD OF DIRECTORS
That the Ottawa Police Services Board support the nomination of Board Member L.A. Smallwood to serve on the board of directors of the Canadian Association of Police Boards for the 2013/2014 term.
The Canadian Association of Police Boards (CAPB) is holding its 24th Annual Meeting and Conference in Saskatoon, Saskatchewan from August 15-17, 2013 At the Annual General Meeting on August 16th the membership will be electing a slate of candidates to serve as the Board of Directors for the 2013/2014 term. While there are several current directors eligible for a further appointment, there were several vacancies on the board, including three for the Province of Ontario.
The CAPB issued a Call for Nominations in May 2013 which was shared with all Ottawa Board members. Board Member Smallwood has expressed a willingness to serve on the CAPB Board.
The CAPB requires board members who:
§ have the time to contribute fully in 2 face-to-face meetings a year (one in Ottawa and one at the annual conference);
§ have the support of their own board or provincial association to finance the cost of their attendance at the two meetings a year (one in Ottawa, the other at CAPB annual conference) including airfare and accommodation;
§ are able to participate in a two-hour bi-monthly teleconference board meeting;
§ are willing to sit on at least one working committee and actively participate in the work of that committee; and
§ have a reasonable expectation of being able to serve on the CAPB Board for the next 3 years.
Member Smallwood has indicated he is willing to make the time commitment required, but needs the support of the Ottawa Board in agreeing to cover the cost of his attendance at the one face-to-face board meeting each year that is not held in Ottawa. This report seeks that support.

The Ottawa Police Services Board has a history of being a strong supporter of the CAPB. In addition to providing senior staffing support to the Association for nine years from 1996 through 2005 through the Executive Director, former Ottawa Councillor and Board Chair Herb Kreling served for seven years on the Board of Directors, including two terms as President from August 2001 to August 2003.
It is advantageous to the CAPB to have a board member from Ottawa, as the majority of the association’s lobbying efforts and meetings with partner organizations take place in Ottawa.
