The Committee heard from the following
delegations speaking in opposition of the proposed project:
David Flemming, President, Heritage Ottawa;
Devon Woods, owner, 380 Lewis Street; John Schioler, representing neighbour at
296 Gilmour Street; Tom Delsey, 260 Metcalfe Street, Mayfair Apartments; Julian
Smith, author of the Centretown Heritage District Study and business owner of
206 James Street and David Gladstone, Centretown Citizens Community
Association, 118 Frank Street.

Height and
massing: nine stories is not in keeping with the Heritage District
guidelines;
·
The proposed
development is not in compliance with the requirements of the Centretown
Heritage Conservation District Guidelines for New Construction in the Heritage
District;
·
Supported Councillor Holmes’s comments in the report;
·
New infill should
reflect the character of existing buildings on adjoining or facing properties;
·
The buildings
should normally be three or four storeys in height, with massing and setbacks
matching earlier patterns still evident in the immediate area;
·
The proposed
building will have the longest unbroken footprint in Centretown and overwhelm a
block of outstanding two and one half storey houses on Lewis (a very narrow
street);
·
Residents did not
receive notification in time to make a proper presentation.
The Committee considered and approved the
following motion:
Moved by

That the
Local Architectural Conservation Advisory Committee recommend that Planning and
Environment Committee recommend::
1. That Council refuse the application to
demolish a portion of 330 Gilmour Street and,
2.
That
Council refuse the application for new construction in a heritage conservation
district at 330 Gilmour Street received by the Planning, Transit and the
Environment Department on October 2, 2007.
3.
That
Council approves the Centretown Heritage District Study Guidelines, including
the Heritage overlay provisions, be respected in any rezoning application for
this site.
