RECOMMENDATIONS, AS AMENDED
That the
Ottawa Built Heritage Advisory Committee recommend that Planning and
Environment Committee recommend that Council approve the construction of a new
building at 545 Springfield Road, Rockcliffe Park Heritage Conservation
District, according to plans submitted included as Document 1, conditional
upon the placing of a restrictive covenant on the title of the two Montagu
Place lots such that the total FSI of the entire current parcel of four lots
remains the same, in accordance with the FSI requirements of the more
restrictive of the new City of Ottawa bylaw and the old (existing) Village of
Rockcliffe Park bylaw 2000-8.
(Note:
Approval to Alter this property under the Ontario
Heritage Act must not be construed to meet the requirements for the
issuance of a building permit.)
(The 90 day
time period under the Ontario Heritage Act expires on February 25, 2009.)

Que le Comité consultatif sur la
conservation de l’architecture locale recommande au Comité de l’urbanisme et de
l’environnement de recommander à son tour au Conseil d’approuver la
construction d’un nouvel immeuble au 545, chemin Springfield, District de
conservation du patrimoine de Rockcliffe Park, conformément aux plans présentés
inclus dans le Document 1, moyennant l’imposition de clauses restrictives
sur le titre de propriété des deux terrains de la place Montagu, de façon que
le rapport plancher-sol total pour l’ensemble des quatre terrains demeure le
même, conformément aux exigences en matière de rapport plancher-sol du nouveau
règlement de la Ville d’Ottawa et du règlement 2000-8 de l’ancien Village de
Rockcliffe Park, les exigences les plus restrictives étant retenues.
Nota : L’approbation de la demande de modification aux
termes de la Loi sur le patrimoine de
l’Ontario ne signifie pas pour autant qu’elle satisfait aux conditions de
délivrance d’un permis de construire)

the Planning and Environment Committee recommend Council approve an amendment
to the Zoning By-law 2008-250, to change the zoning of 333 Laurier Avenue, 152
Bank Street, 250 Slater Street from the existing Mixed-Use Downtown Zones (MD
S23 and MD S24) to new Mixed Use Downtown exception zones MD S23[xxxx] and
MDS24[xxx] as detailed in Document 1 and as shown in Document 3.

d’approuver une modification au Règlement de zonage 2008-250 afin de changer

S23 et MD S24) à Zones d’utilisations polyvalentes du centre-ville assorties

That the Planning
and Environment Committee recommend Council:
1.
Approve an amendment to the Zoning By-law 2008-250 to change the zoning of
1539 Stittsville Main Street to add an exception to the TM9 H(11)
(Traditional Mainstreet Subzone 9 – Height 11 metres) zone, and change the
zoning of 4 Orville Street to amend exception 1210, as detailed in Document 2
and as shown in Document 1;
2.
Direct staff, at such time that the Zoning By-law amendment in (1) above
is in full force and effect, to approve the Site Plan Control application
including the following plans as outlined in Document 3, and subject to the Owner entering into a standard
Site Plan agreement including the conditions contained in Document 7. In the event that the Owner fails to sign the
required agreement and complete the conditions to be satisfied prior to the
signing of the agreement within one year of the Site Plan Approval, the
approval shall lapse.
3.
Direct staff, at such time that the Zoning By-law amendment in (1) above
is in full force and effect and the Site Plan Control application in (2) above
is approved, to approve the Draft Plan of Condominium, as shown in Document 5,
and subject to the conditions contained in Document 8.

D’approuver une modification au
Règlement municipal de zonage 2008-250 en vue de changer le zonage du 1539,
rue Stittsville Main pour ajouter une exception à la désignation de zonage
TM9 H(11) (sous-zone de rue principale traditionnelle 9 – hauteur de
11 mètres), et de changer le zonage du 4, rue Orville en modifiant
l’exception 1210, comme le précise le document 2 et l’illustre le document 1;
2.
De demander au personnel, au moment
où la modification de zonage mentionnée au point (1) prendra effet, d’approuver
la demande de réglementation du plan d’implantation, y compris les plans
suivants, tel que l’expose le Document 3, à la condition
que le propriétaire conclue un accord
ordinaire portant sur le plan d’implantation comprenant les conditions
énoncées dans le document 7; si le propriétaire omet de signer cet accord
et de satisfaire aux conditions exigées avant la signature de l’accord dans
l’année suivant l’approbation du plan d’implantation, l’approbation deviendra
caduque;
3.
De demander au personnel, au moment
où la modification de zonage mentionnée au point (1) prendra effet et où la
demande de réglementation du plan d’implantation au point (2) sera approuvée,
d’approuver le plan provisoire de condominium comme l’illustre le
document 5 et sous réserve des conditions mentionnées dans le
document 8.

Subzone O Exception xxxx), as shown in Document 1 and as detailed in Document
2.
2. An amendment
to the Zoning By-law 2008-250 to change the zoning of 1480 Alta Vista Drive
from O1 (Parks and Open Space Subzone 1), to a new O1 Exception zone (Parks and
Open Space Subzone O Exception yyyy), as shown in Document 1 and as detailed in
Document 2.

and impact of the prohibition of roof top signs including a survey of other
municipal sign by-laws and public consultation, and report back to Council by
December 31, 2010.

qu’on demande au personnel d’examiner les bienfaits

Endorse the comments submitted to the Ministry of the
Environment by the Association of Municipalities of Ontario, the Regional
Public Works Commissioners of Ontario and the Municipal Waste Association, as
shown in Document 1, and Environmental Services General Manager’s supplementary
comments in Document 2 as the City of Ottawa’s official submissions to the
Ontario Government’s review of the Waste
Diversion Act; and
2.
Defer analysis of alternative solid waste revenue
options until after the Government of Ontario amends the Waste Diversion Act.
