The purpose of this memorandum is to provide an update to a previous memorandum (File ACS2010-ICS-PGM-0167).  During the intervening time, the Planning and Growth Management Department has commissioned the preparation of a report in response to the “Retail Market Demand Overview” prepared by Tate Economic Research Inc (TER).  The TER report was prepared for the applicant, Campbell Steel and Iron Works Limited, who has filed an appeal of Council’s decision at the Ontario Municipal Board. 

 

The attached report, “Retail Market Demand Study: 855 Carling Avenue”, was prepared by Shore Tanner & Associates.  The Shore Tanner & Associates report provides a review and critique of the TER report, and an analysis of the extent of market demand and feasibility of the development of retail service businesses at 855 Carling Avenue.

 

Neither the TER report nor the Shore Tanner & Associates reports were considered by either staff, Committee or Council during the processing of the rezoning.  The Planning Act, as amended by Bill 51, requires that studies concluded after Council's consideration of a Zoning By-law be submitted to Council.  The attached report is being forwarded to the members of Committee and Council for information so that they may be considered in the upcoming Ontario Municipal Board hearing scheduled to begin on September 14, 2010.  Staff is not requesting Committee and Council to reconsider the application.
