That
Planning Committee recommend that Council reject the staff recommendations.
STAFF RECOMMENDATIONS
That the
Ottawa Built Heritage Advisory Committee recommend that Planning Committee
recommend that Council:
1. Approve the application for new
construction on the vacant lot at 340 McLeod Street, in accordance with the
plans submitted by Natalie Hughes, FoTenn Consultants
Inc. received on February 2, 2011.
2. Issue the Heritage Permit with a
two-year expiry date from the date of issuance.
3. Delegate authority for minor design
changes to the General Manager of the Planning and Growth Management
Department.
(Note: Approval to Alter this property
under the Ontario Heritage Act must
not be construed to meet the requirements for the issuance of a building
permit.)
(Note: The statutory 90-day timeline for
consideration of this application under the Ontario
Heritage Act would have expired on May 3, 2011 but has been extended until
June 30, 2011 with the consent of the
applicant)

RECOMMANDATIONS DU PERSONNEL
Que
le Comité consultatif sur le
patrimoine bâti d’Ottawa recommande au Comité de l’urbanisme de recommander à
son tour au Conseil :
1.
d’approuver la
demande de nouvelle construction sur le lot vacant situé au 340, rue McLeod conformément aux plans soumis par Natalie Hughes, FoTenn Consultants Inc., et reçus le 22 février 2011;
2.
de délivrer le permis
en matière de patrimoine dont la date d'expiration est fixée à deux ans après
la date d'émission;
3.
de déléguer le
pouvoir au directeur général du Service de l'urbanisme et de la gestion de la
croissance en ce qui concerne les modifications de design mineures.
(Nota
: L’approbation de la demande de modification aux termes de la Loi sur le patrimoine de l’Ontario ne
signifie pas pour autant qu’elle satisfait aux conditions de délivrance d’un
permis de construire.)
(Nota :
Le délai réglementaire de 90 jours d’examen de cette demande, exigé en vertu de
la Loi sur le patrimoine de l’Ontario,
aurait pris fin le 3 mai 2011, mais il a été prolongé jusqu’au 30 juin 2011
avec le consentement du requérant.)

That Planning Committee recommend
Council:
1.
Elimination of the requirement for Site Plan Control
for street townhomes under the conditions of
Recommendation 2 effective July 4, 2011; and,
2. An
amendment to the Site Plan Control By-law, 2002 to add,
(a)
a dwelling unit within a townhouse that has separate
frontage on a public highway as a class of development that may be undertaken
without site plan control approval under the following conditions:
a.
it is within a registered plan of subdivision; and,
b.
the townhouse is constructed in accordance with
approved subdivision plans and drawings showing the following:
i.
the
location and size of the townhouse block including the number and orientation
of the dwelling units and driveways, and the location of services;
ii.
the grading and drainage for the townhouse block
including rear yard catchbasins and leads;
iii.
all easements identified on a reference plan; and,
iv.
a composite utility plan showing the location of pads,
pedestals and streetlights vis-à-vis the dwelling units and their driveways
Que le Comité de
l’urbanisme recommande au Conseil d’approuver :
1.
le retrait de
l’exigence relative à la réglementation du plan d’implantation pour les maisons
en rangée sur rue, en vertu des conditions figurant à la recommandation 2, à
compter du 4 juillet 2011;
2.
la modification du
Règlement de 2002 sur la réglementation du plan d’implantation, en y ajoutant
ce qui suit :
a) Une unité d'habitation dans une maison en
rangée ayant une façade distincte sur une voie publique et appartenant à une
catégorie d'aménagement pouvant être réalisé sans approbation de plan
d'implantation aux conditions suivantes :
a.
elle est comprise
dans un plan de lotissement enregistré;
b.
elle est construite
conformément à des plans de lotissement et dessins approuvés montrant :
i.
l'emplacement et
les dimensions du corps de bâtiment, ainsi que le numéro et l'orientation des
unités d'habitation et des entrées de cour et l'emplacement des services
publics;
ii.
les niveaux du sol
et le drainage du terrain, y compris les puisards de cour arrière et leurs
tuyaux d'amenée;
iii.
toutes les
servitudes inscrites dans un plan de renvoi;
iv.
un plan de tous les
services publics montrant l'emplacement des plates-formes, socles et
lampadaires par rapport aux unités d'habitation et aux entrées de cour.

Committee recommend that Council approve:
1.
Entering into Front-Ending Agreements with Mattamy (Half Moon Bay) Limited, Mattamy
(Half Moon Bay 4) Limited, Monarch Corporation and Tamarack (Nepean)
Corporation for the design and construction of a roundabout at the intersection
of Greenbank Road and Cambrian Road and for the
design and reconstruction of two lanes of Greenbank
Road to an urban standard from Cambrian Road to Kilbirnie
Road, based upon the Front-Ending principles set forth in Document 2 and the
Council approved Front-Ending Policy in Document 3, with the final form and
content of the Front-Ending Agreement being to the satisfaction of the Deputy
City Manager, Infrastructure Services and Community Sustainability and the City
Clerk and Solicitor;
2.
The expenditure of $650,000 plus applicable taxes in
2011 for the reimbursement to Mattamy (Half Moon Bay)
Limited for the design and construction of a roundabout at the intersection of Greenbank Road and Cambrian Road subject to the execution
of the Front-Ending Agreement;
3.
In accordance with Council approval of Front-Ending
Agreement Policy, pre‑commit $5,687,679 plus
applicable taxes from the 2015 Capital Budget, subject to the execution of the
Front-Ending Agreements; and
4.
Authorize the expenditure of $5,687,678 plus
applicable taxes starting in 2015 in accordance with the Reimbursement Schedule
set forth in Document 4 for the reimbursement to Mattamy
(Half Moon Bay) Limited, Mattamy (Half Moon Bay 4)
Limited, Monarch Corporation and Tamarack (Nepean) Corporation for the design
and reconstruction of Greenbank Road from Cambrian
Road to Kilbirnie Drive subject to the execution of
Front-Ending Agreements with each developer.
Que
le Comité des transports recommande au Conseil d’approuver :
1.
l’établissement
des accords de financement initial avec Mattamy (Half Moon Bay) Limited, Mattamy (Half Moon Bay 4) Limited, Monarch
Corporation et Tamarack (Nepean) Corporation pour la
conception et la construction d'un carrefour giratoire à l'intersection des
chemins Greenbank et Cambrian
et pour la conception et la reconstruction, selon la norme de voirie urbaine,
de deux voies du chemin Greenbank entre le chemin Cambrian et la promenade Kilbirnie,
conformément aux principes d'accord de
financement initial énoncés dans le document 2 et à la politique sur les accords
initiaux approuvée par le Conseil et énoncée dans le document 3, la forme et le
contenu finals des accords devant satisfaire la directrice municipale adjointe,
Services d'infrastructure et Viabilité des collectivités, et le greffier
municipal et chef du contentieux;
2.
le
versement de 650 000 $,
taxes en sus, en 2011 afin de rembourser Mattamy (Half Moon Bay) Limited pour la conception et la construction d'un
carrefour giratoire à l'intersection des chemins Greenbank
et Cambrian, sous
réserve de l'exécution de l'accord de financement initial;
3.
l’engagement
préalable d’un montant de 5 687 679 $, taxes en sus, provenant
du Budget d’immobilisations de 2015, sous réserve de l’exécution des accords de
financement initial; et
4.
le
versement de 5 687 679
