Application
to alter 20 crescent road, a property designated under part v of the ontario heritage act and located in the
Rockcliffe park heritage conservation district

REPORT RECOMMENDATION:
That
the Ottawa Built Heritage Advisory Committee recommend that Planning Committee
recommend that Council:
1.
Refuse the application to
construct an attached double garage in the front yard of 20 Crescent Road;
2.
Approve the application to
construct an addition at the rear of the building located at 20 Crescent Road
as per drawings by André Godin Design dated April 1, 2011; and
3.
Issue the heritage permit with a
two-year expiry from the date of issuance.
(Note: The statutory 90-day
timeline for consideration of this application under the Ontario Heritage Act
will expire on August 2, 2011)
(Note: Approval to Alter this
property under the Ontario Heritage Act must not be construed to meet the
requirements for the issuance of a building permit.)
The committee received the
following correspondence on this matter:

Comment
sheet dated 6 June 2011 from Crickett and John C. Lindgren stating they have no
objection to the proposal.
Lesley Collins, Heritage Planner,
provided an overview of the report.
Francis Pomerleau, property owner, disagreed with staff’s opinion
that his proposal for a double garage at the front of the house does not meet
the Rockcliffe Park Heritage
Conservation District Study guidelines.
He noted he would be using form and materials that are sympathetic to
the house and the area in general and would be introducing as much soft
landscaping as possible, including the repositioning of mature trees if
feasible.
He
noted the Rockcliffe
Park Residents’ Association does not object to the proposal, nor do his nearest
neighbours. He indicated there is no
room elsewhere on the property to accommodate a double garage but expressed
willingness to consider any possible modifications to the proposed design in
its current location.

That
the Ottawa Built Heritage Advisory Committee recommend that Planning Committee
recommend that Council:
1.
Approve
the application to construct an attached double garage in the front yard of
20 Crescent Road;
2.
Approve the application to
construct an addition at the rear of the building located at 20 Crescent Road
as per drawings by André Godin Design dated April 1, 2011; and
3.
Issue the heritage permit with a
two-year expiry from the date of issuance.
