REPORT RECOMMENDATION

That the Planning Committee receive this report for further review and discussion of the service areas’ performance results, as outlined in Document 1.

BACKGROUND

At its meeting of 7 June 2011, the Finance and Economic Development Committee received a report from the Deputy City Manager, City Operations (ACS2011-COS-ODP-0010) and the following recommendations, as amended:

1. That the Finance and Economic Development Committee receive the attached report and refer it for review and discussion at the following standing committee meetings:

· Planning Committee – June 28, 2011

· ~~Transit Commission – June 15, 2011~~

· Environment Committee – June 16, 2011

· Community and Protective Services Committee – June 23, 2011

· Transportation Committee – June 29, 2011

2. That Council receive the report for information on July 13, 2011 once it has been reviewed by standing committees.

Accordingly, this report is before the Planning Committee for review and discussion.

CONSULTATION

No specific public consultations were undertaken in the production of the report. Notice of this meeting was posted on the City’s website as per Section 77(1)(b) of the Procedure By-law.

DISCUSSION

The Quarterly Performance Report to Council is an important component of the City’s accountability framework. Accountability is fundamental to good governance.

This Quarterly Performance Report to Council Q1: January 1 to March 31, 2011 provides measures from a broad cross-section of service areas to the public. This report provides information on how the City is performing relative to its established standards, as well as information on changes in performance over time. The Quarterly Performance Report includes:

Outcome measures (e.g., percentage of waste diverted from landfill);
Service measures (e.g., calls for service requests and call volumes);
Output measures (e.g., the number of food premise inspections);
Efficiency measures (e.g., cost per lane kilometre for road maintenance); and,
Customer service measures (e.g., on-time transit service performance).

This Quarterly Performance Report to Council covers the reporting period between January 1 and March 31, 2011. It provides performance measures for services within the following service areas:

Communications and Customer Service
Community and Social Services – Employment and Financial Assistance

DISCUSSION

Le Rapport trimestriel sur le rendement présenté au Conseil est un élément important du cadre de responsabilisation de la Ville. La responsabilisation est essentielle à une bonne gouvernance.

Ce rapport trimestriel sur le rendement à l’intention du Conseil, qui porte sur le premier trimestre de l’année, soit la période du 1^er janvier au 31 mars 2011, renferme des mesures concernant un large éventail de services au public. Le rapport fournit des renseignements sur le rendement de la Ville par rapport à ses normes établies de même que sur les changements que le rendement a connus au fil des ans. Le rapport trimestriel sur le rendement comprend :

Résultats (p. ex. le pourcentage des déchets réacheminés des décharges);
Service (p. ex. les appels pour des demandes de service et les volumes d’appels);
Production (p. ex. le nombre d’inspections effectuées dans les services alimentaires);
Efficience (p. ex. le coût d’entretien des routes par kilomètre de voie);
Service à la clientèle (p. ex. la ponctualité du service de transports en commun).

Le Rapport trimestriel sur le rendement présenté au Conseil couvre la période visée du 1^er janvier au 31 mars 2011. Il contient des mesures du rendement pour les services offerts par les directions suivantes:
