REPORT RECOMMENDATION

 

That the Planning Committee recommend that Council authorize the City to advance, in 2012, the design and construction of Cambrian Road to a two-lane urban arterial standard cross section from Greenbank Road to Jockvale Road with an upset limit of $3,500,000.

BACKGROUND

 

Cambrian Road between Greenbank Road and Jockvale Road, as shown in Document 1, is currently a two-lane rural cross-section arterial road. It consists of substandard narrow pavement with a poor surface condition and deep ditches on both sides of the roadway. It is located in the rapidly expanding Barrhaven South development area, situated south of the Jock River.

Approximately 60 percent of the developable lands in the area have been built out with primary growth occurring within the Stonebridge and Mattamy’s Half Moon Bay Subdivisions.  In September 2013, the Ottawa-Carleton Catholic School Board is proposing to open a new elementary school on the south side of Cambrian Road, west of Kilbirnie Crescent. The proposed school is to be located immediately east of the future South Barrhaven Recreation Centre which is proposed to be open mid 2014 at the southeast corner of Greenbank Road and Cambrian Road.

 

DISCUSSION

 

According to the 2008 Transportation Master Plan, the section of the Cambrian Road from Greenbank Road to Jockvale Road is planned to be reconstructed to a four-lane urban cross‑section by the year 2019. The arterial road works were planned to include the reconstruction of the existing road, the addition of two lanes, bicycle lanes and sidewalks on both sides. However, the combination of rapid residential development and the prospects of both an elementary school and recreation centre opening within the next two years have resulted in the requirement to accelerate the urbanization of two-lanes of Cambrian Road to accommodate not only additional vehicular traffic, but most importantly current and future pedestrian demand.

 

This work will include the reconstruction of two lanes of pavement, which will become future eastbound lanes, with curbs and a sidewalk along the south side of the right of way.  Monarch Homes, as per the Stonebridge subdivision agreement, was responsible for the preparation of the design and reconstruction of the first two lanes of Cambrian Road from Greenbank Road to Jockvale Road through Front-Ending. Through this agreement, the City was to repay Monarch within one year of the completion of construction. Budget resources are not currently identified for the urbanization of Cambrian Road until 2016. This delay will have a negative impact on pedestrian access to the planned school and community centre.

 

The preliminary design for this project is complete. This has provided the City with the opportunity to move forward with work on upgrading Cambrian Road. The reconstruction of Jockvale Road including a new bridge, across the Jock River, is scheduled to commence in 2012. Completion of the two-lane urbanization of Cambrian Road section between the soon-to-be four-lane urbanized Jockvale Road and Greenbank Road, will assist to accommodate the expected growth of traffic in the area. It will also complete pedestrian connections to the future school and South Barrhaven Recreation Centre from the adjacent Mattamy, Tamarack, and Monarch subdivisions.  Therefore, it would be cost effective to commence work on the urbanization of Cambrian Road in conjunction with the reconstruction of Jockvale Road in order to co-ordinate the design, project management and installation of infrastructure required for both projects.

 

CONSULTATION

 

The associated development applications proposing urbanization of Cambrian Road followed the Planning Act and Council policies for public notification and consultation.

FINANCIAL IMPLICATIONS

 

The upset limit for the design and reconstruction of the required section of Cambrian Road is $3,500,000.  Should Council approve the recommendation, 904992 Cambrian Road will initially be funded entirely from development charges. The project will subsequently be refinanced to include the non-growth funding of $175,000.
