That Transit Commission approve the route changes described in Document 1, based on the proposals presented on March 23 and as modified based on the results of the public consultation, as amended by the following:

 

1.         That staff evaluate the sidewalks and pathways leading to transit stops to determine any changes that should be made to the priorities and sequences in the winter maintenance plan resulting from the approved route changes;

 

            That staff review whether there are any requirements for new sidewalks and pathways or new lighting resulting directly from the approved route changes;

 

            That staff report back to the May 18, 2011 Transit Commission meeting on their findings and identify potential options.

 

2.         That OC Transpo review the transfer points to ensure that the appropriate timing, shelters, locations, lighting and facilities are in place to provide convenient and safe connections.

 

3.         That OC Transpo review the timing and frequency of the runs through this corridor to ensure that riders are able to get back on a bus to continue their trip.

 

4.         That OC Transpo staff report back to the Commission prior to the implementation of route changes in September on what impact studies will be undertaken on the impact of the changes to bus routes that would address the concerns of various groups within the City and deal with the following issues:

 

a.         That OC Transpo conduct an impact study within 6 months of the bus route changes in order to measure the impact on ridership, in term of the number of riders, safety and accessibility taking into account the potential barriers faced by specific populations.

 

b.         That OC Transpo utilize the City of Ottawa Equity and Inclusion Lens to assist in assessing the impact on specific populations who may face barriers, for example:  immigrants, low-income residents, youth, seniors, women, Aboriginal, people living with disabilities and rural residents.

 

5.         That staff be provided with the delegated authority to make improvements to the recommended plan in working with the Commission Chair as long as these changes remain within the approved budget envelope.

6.         That the following Motion be referred to the Transportation Committee:

 

            WHEREAS concerns about safety issues have been raised in school zones due to reduced transit services and increased vehicular traffic,

 

            AND WHEREAS the City’s TMP encourages walking, especially for local institutions such as schools,

 

            BE IT THEREFORE RESOLVED that OC Transpo review school zones to determine if the current proposals in effect are detrimental to parents who walk their children to school and then take the bus,  and if this is creating an increased hazard due to additional vehicles driving in the vicinity of schools, adjustments are undertaken to mitigate any safety issues.

That staff add the Canada Aviation and Space Museum, the Canada Agricultural Museum and the Canada Science and Technology Museum to OC Transpo’s outreach program.

 

That staff report back to the May 18th Transit Commission meeting with the details of the communications plan and details on the roll out of the OC Transpo Network changes.  As well as a comprehensive implementation plan that identifies impacts on other city services.

That the Transit Commission:

 

1.         Receive the double-decker business case (Document 1)

 

2.         Delegate authority to the General Manager of OC Transpo to negotiate, with Supply Management and City Clerk and Solicitor departments, an agreement with Alexander Dennis Limited to procure double-decker buses and support services, and to maximize value-added opportunities within the $81.8 million budgetary envelope approved as part of Budget 2011.

That Commissioner Deans attend the Canadian Urban Transit Association Annual Conference to be held in Regina, Saskatchewan from 28 May to 1 June, 2011 and the American Public Transit Association to be held in New Orleans from 2 October to 5 October, 2011.
