WHEREAS the letter from the Ministry of Environment of Ontario (October 29, 2008) was written at a time when only one corridor was being recommended; and,

 

WHEREAS the aforesaid letter assumed that the “NCC is the sole proponent of the Project”; and,

 

WHEREAS the aforesaid letter also assumed that “any of the modifications to provincial or municipal facilities and/or lands are described as part of the undertaking, and any such works are implemented by the Federal Government …”; and,

 

WHEREAS the letter underscored twice that the stated opinion was based on “a strict interpretation of the Ontario EAA”; and,

 

WHEREAS the letter makes it clear that the Ontario EAA could apply if there was agreement “between the NCC and the Minister of the Environment to have the Ontario EAA apply in this case”;

 

THEREFORE BE IT RESOLVED that the Transportation Committee recommend that Council request both the NCC and the Ministry of the Environment of Ontario to agree that the conclusion of the letter of October 29, 2008 be reconsidered such that the Ontario EAA will apply at this stage and that residents of Ottawa will receive the benefits and protections that the Ontario EAA affords.

WHEREAS one of the main reasons for initiating the current Interprovincial Crossing Study is the need to resolve the heavy truck traffic volume through the City’s downtown core along the King Edward / Rideau / Waller/ Nicholas (KERWN) corridor; and

 

WHEREAS the preliminary findings in Phase 1 of the Interprovincial Crossings Study indicated that the KERWN corridor should remain open to trucks and would likely continue to carry approximately 60% of the total future interprovincial truck movement, meaning that no significant reduction to truck volumes on King Edward will be realized; and

 

WHEREAS Phase 2B of the Interprovincial Crossings Study will build upon the results of Phase 1 and be limited to the consideration of three possible corridors for an additional interprovincial crossing; and

 

WHEREAS the Ottawa Official Plan calls for removal of the truck route designation from the King Edward / Rideau / Waller/ Nicholas corridor upon completion of a new interprovincial crossing; and

 

WHEREAS there is an expectation by the residents of Sandy Hill and Lowertown that a new crossing would result in a ban of heavy through-trucks from this corridor; and

 

WHEREAS the City of Gatineau has passed a resolution calling for the KERWN corridor to continue to remain open to heavy trucks;

 

THEREFORE be it resolved that while recognizing that the Ottawa Official Plan calls for removal of the truck route designation from the King Edward / Rideau / Waller/ Nicholas corridor upon completion of a new interprovincial crossing, that the Interprovincial Crossing Study proponents be requested to undertake a comprehensive study of the diversion of all trucks from the KERWN corridor and that this study:

 

i)                    Includes an economic analysis of such a diversion on truck traffic;

ii)                  Includes consultation with the affected business interests;

iii)                Includes analysis of safety considerations of continuing to mix heavy (articulated intercity transports) trucks in the Central Area given the availability of a proposed alternative;

iv)                Determine how the corridors under study would provide a viable alternative for intercity heavy trucks so that all such trucks could be diverted from the KERWN corridor;

v)                  Becomes a direct input into Phase 2B analysis;

vi)                Is completed prior to the selection of a recommended corridor; and

vii)              Completion of the truck origin-destination study for inclusion in 2.B.

WHEREAS the outcome of the Interprovincial Transit study would have a direct impact on the modal split across the Ottawa River

 

BE IT RESOLVED THAT the Interprovincial Transit Study be completed prior to the selection of an interprovincial corridor.

3.         FRONT-ENDING AGREEMENT FOR THE BLACKBURN HAMLET BYPASS EXTENSION FROM MER BLEUE ROAD TO TENTH LINE ROAD

That the Transportation Committee recommend that Council:

 

1.                  Authorize the City to enter into a Front-Ending Agreement with Tamarack Mer Bleue Corporation for the design and construction of two lanes of the Blackburn Hamlet Bypass Extension, from Mer Bleue Road to Tenth Line Road, based upon the Front-Ending principles set forth in Document 2 and the Council-approved Front-Ending Policy in Document 3, with the final form and content of the Front-Ending Agreement being to the satisfaction of the Deputy City Manager, Infrastructure Services and Community Sustainability, and the City Clerk and Solicitor.

 

2.                  Authorize the expenditure of $3,024,030 in 2012 for the reimbursement to Tamarack Mer Bleue Corporation for the design and construction of the Blackburn Hamlet Bypass Extension from Mer Bleue Road to Tenth Line Road subject to the execution of the Front-Ending Agreement.

 

3.                  Authorize the City to establish a budget in the amount of $3,024,030 for the design and construction of the Blackburn Hamlet Bypass Extension from Mer Bleue Road to Tenth Line Road under Internal Order Number 903164 :  Blackburn Hamlet Bypass Extension.

That Transportation Committee recommend that Council approve amendments to Encroachment By-law 2003-446, permitting Café Seating as a new type of temporary encroachment on municipal highways and making minor housekeeping changes, in accordance with this Report.

That the Transportation Committee recommend Council approve inclusion of retrofit noise control measures as eligible projects in the City of Ottawa Local Improvement Policy as per terms set out in this report, as amended to specify that a cost sharing formula be set at 75:25 for any barrier meeting the basic criteria of noise in excess of 60 dBA.

WHEREAS a parking space located at 62 Pontiac Street has existed for several years;

 

WHEREAS the space was granted to assist the current resident who has accessibility issues;

 

WHEREAS the space does not cross a pedestrian pathway or roadway;

 

WHEREAS the space is located on a City boulevard;

 

WHEREAS there are no objections from abutting neighbours;

 

THEREFORE BE IT RESOLVED that a temporary encroachment be granted to the current property owners located at 62 Pontiac Street and that the encroachment fees be waived.

Whereas the original configuration of Glendale Avenue east of Percy was a dead end;

 

Whereas when the old City of Ottawa vacated the city yards at the east end of Glendale a road segment was added linking Chamberlain and Glendale;

 

Whereas the vast majority residents of Glendale have submitted a petition requesting that Glendale be restored to a dead end and that two segments of park on either side of the closed segment could be joined;

 

Whereas water works are forcing the reconstruction of Glendale in the summer of 2010 and this provides an opportunity to reconfigure the street;

 

Therefore be it resolved that staff be directed to provide a recommendation from an Area Traffic Management point of view on this requested closure.

Whereas the portion of Clemow that crosses Central Park has been blocked off to through traffic with large planters for close to 40 years;

 

Whereas this virtual closure of the street has not been a problem, is well accepted and as a result there are no grounds to consider ever reopening the street to through traffic;

 

Whereas the community would like have this section of unused roadway re-landscaped so the two section of Central Park on either side of Clemow could be linked in a more pedestrian friendly manner;

 

Therefore be it resolved that staff be directed to initiate a formal, permanent street closure for the portion of Clemow that crosses Central Park.
