WHEREAS Ontario municipalities,
including the City of Ottawa, are working with the Ministry of Transportation
to develop a comprehensive and uniform set of guidelines for cycling
facilities, which includes treatment facilities at and through intersections,
and is intended be used across the province that will be included in the
Ontario Traffic Manual (as Book18);
AND WHEREAS the direction in this report
may conflict with or duplicate these anticipated new province-wide guidelines,
which are scheduled to be finalized by the end of 2012;
THEREFORE BE IT RESOLVED that the Transportation Committee defer the Roads and Cycling Advisory Committee (RCAC) report and direct staff to include RCAC’s suggestions in the development process of the aforementioned province-wide standard.

This report will be presented to Council on

WHEREAS the Central Park Gardening Group
has approached the City for permission to make enhancements to road allowances
in Central Park;
AND WHEREAS Section 4 of the City of Ottawa
Use & Care of Roads By-law 2003-498, as amended, says that no person shall
break or dig up the sod or grass of a boulevard;
AND WHEREAS the City of Ottawa does not
provide approvals or permits for road allowance enhancements by private
citizens or community groups;
AND WHEREAS the Central Park Gardening Club
is a recognized sub-committee of the Ottawa Central Park Community Association
Board, a recognized legal entity;
AND WHEREAS the Ottawa Central Park
Community Association has agreed to enter into a Maintenance & Liability
Agreement with the City;
BE IT THEREFORE RESOLVED that Transportation
Committee recommend Council approve that Section 4 of the Use & Care of
Roads By-law 2003-498, as amended, be waived to allow the Gardening Group to
landscape various boulevards within the Central Park Community; and
AND BE IT FURTHER RESOLVED that each
proposed location be reviewed and approved by City Staff and each landscaping
project shall be completed in accordance with, and subject to, the
conditions of a Maintenance & Liability Agreement.

6. EXTENSION OF INFORMATION-SHARING
AGREEMENT TO APPLY TO RED-LIGHT CAMERAS

Transportation Committee recommend that Council direct staff to:

request
the Province of Ontario extend the information-sharing agreement to apply to
red-light cameras; and
2.
report back
to the Transportation Committee.

DIRECTION TO STAFF:
That staff be directed to petition the Province of Ontario for the adoption of amendments to the Highway Traffic Act that would permit the use of ownership information maintained by other jurisdictions would both facilitate the use of red light cameras and other photo-based traffic enforcement technologies in Ontario and help to ensure the uniform application of such road safety programs to all drivers on the Province’s roads.

7. INTERNATIONAL CHARTER FOR WALKING
CHARTE
INTERNATIONALE DE LA MARCHE
WHEREAS on June 29, 2011 Dr. Rodney Tolley of Walk21 made a presentation to the Transportation Committee on the value of a
walkable city and informed the Committee about the International Conference on
Walking and Liveable Communities in Vancouver from Oct. 3-5, 2011; and
WHEREAS the City of Ottawa Pedestrian Plan approved as part of the
Transportation Master Plan in 2008 states that the City “Adopt a
Pedestrian Charter that expresses the City’s commitment to enabling,
facilitating and promoting pedestrian activity and to developing walkable
communities; and
WHEREAS City staff plan to include a local pedestrian charter in the
next refresh of the Pedestrian Plan and have expressed support for having
Ottawa sign the International Charter for Walking as an articulation of the
City’s commitment to pedestrians;
THEREFORE BE IT RESOLVED that Transportation Committee recommend Council
approve that Mayor Jim Watson, on behalf of City Council, sign the
International Charter for Walking as an acknowledgement of the City of Ottawa’s
commitment to the rights of people in Ottawa to be able to walk safely and to
enjoy public spaces throughout the City of Ottawa.
