Animal Care and Control (By-law No. 2003-77)

The Animal Care and Control By-law (By-law No. 2003-77) provides for a variety of regulations related to cats, dogs, livestock animals, and prohibited animals in the City of Ottawa. Regulations include leashing, maximum number of pets permitted per household, registration, removal of waste, etc. 

Highlights:

  • All Cats and dogs must be registered with the City. Registrations must be renewed every year. City issued tags should be securely affixed to the cat's or dog’s collar or harness.
  • The total number of cats and dogs allowed in a residence is five (5). A maximum of three (3) dogs are allowed in a residence where both cats and dogs are kept.
  • No more than five cats over the age of twenty weeks are permitted in a residence unless the premises is a licensed kennel, an accredited veterinary facility or a registered facility for temporary foster care.
  • Only three (3) dogs over twenty (20) weeks of age may be kept in a residence unless the premises is a licensed kennel, an accredited veterinary facility or a registered facility for temporary foster care.
  • Dogs are not allowed within five metres (5m) of a play structure, a wading pool, or a spray pad. Dogs must be on a leash at all times unless on private property or in an off-leash park. The leash must be a maximum length of three metres (3m).
