Youville Drive and St. Joseph Blvd. watermain works
Contract no. ISD13-3000

The City of Ottawa would again like to take this opportunity to thank you for your ongoing patience during the construction of the Orléans Watermain Link (OWL) and associated water infrastructure in your area. Some remaining work is required to complete the final connection of new watermains serving Ottawa East. This connection work will be done at the intersection of Youville Drive and St. Joseph Blvd., and is being done in the fall during lower water demand period.

Who: The Contractor, Greenbelt, and their sub-contractor are installing the Orleans Watermain Link (OWL) on Youville Drive at the St. Joseph Blvd. intersection.

Why: This work is necessary to connect the new OWL watermain to existing water infrastructure and provide redundancy in the water system. This helps to ensure adequate clean water supply to east Ottawa.

What: Current work involves digging at the intersection of Youville Drive and St. Joseph Blvd. to install remaining watermain pipes to connect the new water pipe to existing infrastructure. This construction will require lane reductions and detours.

November 14, 2016

Beginning on November14, 2016, turning movements will be restricted at the intersection. Youville Drive will be reduced to one lane (northbound only) from St. Joseph. Westbound traffic on St. Joseph Blvd. will be permitted to turn onto northbound Youville Drive. Also, eastbound traffic will be allowed to turn left onto northbound Youville Drive.

OC Transpo bus stop on Youville Drive will be affected – please refer to OC Transpo website for details.

All delivery trucks should access Youville Drive from westbound St. Joseph Blvd.

When: Lane reductions and turning movement restrictions began in early October and will continue until December 2016.

Where: Youville Drive at St. Joseph Boulevard.

Accessibility

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. If you require special accommodations, please contact the undersigned.

Parking

The Contractor is obligated to provide 24 hour notification of temporary loss of access / egress. Every attempt will be made to ensure that all businesses will have access at all times.

October 2016 - Work directly in the intersection, will require lane reductions. Turning movements will be available.

November 2016 - Beginning in November, turning movements will be restricted at the intersection. Youville will be reduced to one lane (northbound only) from St. Joseph. During afternoon peak hours, eastbound traffic on St. Joseph Blvd. will not be permitted to turn left onto northbound Youville Drive.

When: Lane reductions are anticipated to begin in early October. Turning movement restrictions will begin in early November. Completion of all work is anticipated by December 2016.

Construction update – September 2014

Notice to Business

The City of Ottawa would again like to take this opportunity to thank you for your ongoing patience during the construction of this project.  We acknowledge the construction delay that you have faced and would like to take this opportunity to let you know how much we appreciate your cooperation.   The Youville Drive road work is being undertaken as a part of the Orléans Watermain Link (OWL)Project, a project required to provide a redundent backup of safe drinking water to the Orléans community.

Who: The Contractor, Ottawa Greenbelt Construction, and their sub-contractors will continue to perform the construction works associated with the installation of the watermain on Youville Drive.

Why: This notice is intended to provide information on the OWL project and necessary detours.

What: Current work involves the installation by the open cut method of the OWL feedermain on Youville Drive, from Jeanne D’Arc Blvd. to St. Joseph Blvd.

When: Completion of all work requiring the current one way traffic lane reduction is anticipated to be done by early December 2014.  The overall project, including commissioning of the main, is expected to be completed by late 2015.

Where: Youville Drive from St. Joseph Blvd. to Jeanne D’Arc Blvd.

Lane Reductions/Detours

The northbound direction on Youville Drive from St. Joseph Blvd. is currently closed to traffic.  Detour signage is in place to direct the public to the Youville Dr./Jeanne D’Arc Blvd. intersection.

Construction notice – June 2014

Over the coming weeks, you may notice construction work beginning in your neighbourhood.  The City of Ottawa has hired Greenbelt Construction to construct the second phase of the Orléans Watermain Link.  This watermain will bring increased water reliability to residents in the east end.

Why - The City of Ottawa has hired the firm Greenbelt Construction to carry out the construction of the Orléans Watermain Link, East Phase2.

What - The City of Ottawa is building a new transmission main providing a redundant water supply to Orléans through the Greenbelt.

Where - The general alignment of the water transmission main constructed at this time will begin at the Montreal Rd./Highway 174 interchange.  It will then follow along the north side of Highway 174 to just west of Jeanne D'Arc Blvd., crossing to the south side of the highway to Youville Dr.  The new transmission main will then be constructed along Youville Dr. in each direction and will connect to the existing watermains at the intersection of Youville Dr./Jeanne D'Arc Blvd. and the intersection of Youville Dr./St Joseph Blvd.  The project will involve a significant crossing of Green's Creek, Highway 174 and the Rockcliffe Parkway.

This project will have periodic lane closures and traffic impacts to Youville Dr., St. Joseph Blvd. and Jeanne D’Arc Blvd.

When - This work is tentatively planned to begin in early/mid June 2014 with expected completion by October 31, 2015.

Building Survey

The contractor is required by the City to carry liability insurance before any work may proceed.  You may be asked by the contractor’s insurance agent for permission to survey your property before the work commences, as contractors typically carry out pre-construction inspections for their own purposes.  It is to your own benefit to have the inspection conducted on your property.  If you have any questions about the contractor’s inspections or concerns about property damages, please call the office of Ottawa Greenbelt Construction at 613-822-1064.

Construction Disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business but, as you can appreciate, there may be some inconvenience during the course of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. We would like to thank you for your patience and co-operation.

It should also be noted that, as part of the contract, the contractor assumes full responsibility for the construction work until completion as well as for any damages to private property resulting from these construction activities.  In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site Inspector.  This will ensure prompt notification of appropriate authorities to complete the claim investigations.  It should be noted that the City will be taking photographs to ensure private properties are returned to their original or better condition.  Should you have any inquiries once work commences, please do not hesitate to contact:
