Project Description

 The present Foster Pond Stormwater Management Pond does not meet criteria established by the regulatory agencies.  As such, the Foster Storm Water Management Pond will be reconstructed in a new location. An Environmental Assessment process established that the most suitable location is on the Casey (4235 McKenna Casey Drive) and Hill property near Strandherd Drive and McKenna Casey Drive.

An Environmental Assessment was completed and approved by council in October 2013 and budget approved for the construction of a new Foster Stormwater Management Facility.

Notice of Completion

The City of Ottawa has completed a Class Environmental Assessment (Class EA) study for the Foster Stormwater Management Facility. This study serves to address significant development and urbanization in the South Nepean Urban Area area by constructing a replacement for the existing Foster Stormwater Management Facility. The study follows recommendations from previously completed studies that addressed both Master Servicing and Subwatershed Planning for the area.

Consultation, in the form of technical advisory committee meetings and two public open houses were incorporated as part of the Class EA process and are documented in the Environmental Study Report.

Written comments must be provided within thirty calendar days from the date of the first issuance of this Notice. If concerns regarding the project cannot be resolved through discussion with the City, a person/party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order). Requests must be received by the Minister at the address below by December 16, 2013. A copy of this request must also be sent to the City of Ottawa Project Manager, Mark McMillan at the above address. With the exception of personal information, all comments will become part of the public record. If there are no requests received by December 16, 2013, the project will proceed to design and construction as presented in the Class EA study.

Environmental Assessment, Preliminary and Detailed Design

The South Nepean Urban Area has been undergoing significant development and urbanization since the mid 1990’s. To plan for this, the former City of Nepean and the new City of Ottawa have undertaken planning studies to address how the subwatershed will be managed. Two studies completed that addressed both Master Servicing and Subwatershed Planning were the South Nepean Urban Area – Master Servicing Study ESR and the Jock River Reach One Subwatershed Study. Both of these studies recommended a stormwater management plan to address both the existing and future lands in the South Nepean Urban Area.

The Subwatershed Study set out stormwater management design criteria for lands north of the Jock River that include:

  • Quantity control storage as required to meet constraints within existing channels and/or at existing crossings.
  • Erosion control storage as required to maintain stability and geomorphic function of the existing tributaries, as determined through further detailed study.
  • Quality control storage as per the Ministry of Environment Enhanced Treatment (80% TSS removal).
  • All stormwater management facility outlets will be designed to augment low flows to the extent possible.

The subwatershed study recommended a preferred stormwater management plan for the Foster Ditch Catchment Area. The Stormwater Management Plan for these lands recommended the following:

  • North of Maravista, to service the undeveloped lands north of Maravista and existing developments east of Cedarview Road – provide a centralized SWM facility consisting of a wet pond and an additional area of fish habitat to compensate for loss of habitat due to proposed partial enclosure/alignment of the Foster Ditch.
  • North of McKenna Casey and South of Maravista, to service the area north of McKenna Casey Drive between Cedarview and Strandherd not serviced by the Maravista SWM Pond and the area not serviced by the O’Keefe Pond – provide a centralized off-line stormwater facility located south of McKenna Casey Drive. Existing Foster Pond located at mouth of Foster Ditch to be decommissioned and temporary SWM pond (north of railway on parkland) to be removed.

This project will deal specifically with the Environmental Assessment, Preliminary and Detail Design of the Foster Ditch Catchment (South of Maravista only).
