Construction notice – April 2017

In July 2016 the City of Ottawa began construction work in your neighbourhood. Thank you for your cooperation.

Who: The Contractor, Taggart Construction Ltd., will continue to perform the construction work for the City of Ottawa.

Why: The primary purpose of this project is to provide sanitary sewer upgrades within the project limits as a flood mitigation measure. As an additional benefit of the work, the watermain, services, roads, and sidewalks will be renewed and a new sidewalk was installed on the west side of Crystal Beach Drive.

What: To date the reconstruction of the sanitary sewer, watermain, services, sidewalk, and base course asphalt has been completed on Crystal Beach Drive.

In 2017 the landscaping reinstatement of areas disturbed by construction on Crystal Beach Drive will be completed, including the placement of topsoil, sod, and reinstatement of interlock at locations that could not be completed prior to the winter shutdown. The surface course asphalt will also be placed on Crystal Beach Drive in 2017.

Also in 2017, the remainder of the streets, including Bedale Drive, Conniston Avenue, Ullswater Drive, Hexham Road and Whitburn Crescent will be reconstructed, including sanitary sewer, watermains, and roads. There will also be some sections of storm sewer replaced due to impacts from the sanitary sewer excavations. House services will be reinstated up to the property line.  Road paving will include base course asphalt – surface course asphalt for these will likely be completed in 2018.

When: The construction will continue in mid-April 2017 with the installation of temporary watermain services. Full re-construction is expected to begin early May 2017.

Transit service route 152 on Crystal Beach Drive was temporarily detoured via Ullswater Drive to accommodate construction in 2016.  This route will not be detoured in 2017/2018 as part of the project.

Note, with the reconstruction of Bedale Drive, access/egress on Bedale Drive from the Carling Avenue and Bedale Drive intersection will be closed and access/egress from the community will have to be completed by using an alternative route such as the Carling Avenue and Crystal Beach Drive intersection or the Corkstown Road and Crystal Beach Drive intersection.

Construction update - December 2016

Road closure notice – September 2016

Construction work has already begun in your community. As the project continues, access points to your neighborhood via Carling Avenue will be limited.

The Contractor, Taggart Construction Ltd., will be continuing underground works on Crystal Beach Drive and will be completing the construction of a new sanitary sewer for the City of Ottawa across Carling Avenue at the intersection of Bedale Drive.

For this work, the following road closures (with anticipated dates) will take place:

  • Crystal Beach Drive at Carling Avenue will be closed until November 30th, 2016.
  • Bedale Drive at Carling Avenue will be closed from September 19th to September 26th, 2016.

It is suggested that the alternative access to your community be completed from Corkstown Road or Ullswater Drive.

It is noted that lane reductions on Carling Avenue (1 eastbound and 1 westbound only) are expected from September 12th until September 26th and road closures will be required next year on Bedale Drive (Carling Avenue to Crystal Beach Drive), Conniston Avenue (Crystal Beach Drive to Gaynor Place), Ullswater Drive (Crystal Beach Drive to Roche Place), Hexham Road (Stillwater Drive to Whitburn Crescent), and Whitburn Crescent (from Hexham Road to +/- 100m East).

Construction notice – June 2016

Beginning July 2016, the City of Ottawa will begin construction work in your neighbourhood. This work is being conducted to upgrade the sanitary sewer in your community.

Who: The Contractor Taggart Construction Ltd. will be performing the construction work for the City of Ottawa.

Why: The purpose of this project is to provide sanitary sewer upgrades within the project limits as a flood mitigation measure.  As an additional benefit of the work, services, roads, and sidewalks will be renewed and a new sidewalk installed on the west side of Crystal Beach Drive.

What: The construction work will involve the reconstruction of the sanitary sewer. There will also be some sections of sidewalk, storm sewer and watermain that are impacted due to the sanitary sewer replacement excavations which will be replaced.  A new concrete sidewalk is to be constructed on the west side of Crystal Beach Dr. from Ullswater Dr. to Carling Ave. House services will be reinstated up to the property line.  The Work will also include the reconstruction of Hexham Rd. and Whitburn Cres. and sewer trench reinstatement on all other roads.

When: This work is planned to begin in July of 2016. The majority of the underground work is expected to be completed by the end September of 2017 with some final asphalt surface placement in 2018 for locations where the roadworks were completed in 2017.

The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7am and 10pm. On Saturdays, work is permitted between 7am and 10pm while Sunday and Statutory holiday work is allowed between 9am and 10pm.  Contractor’s usual construction hours are weekdays from 7am to 7pm.  This will be modified as needed, for example if weather affects the schedule, or if conditions change. Please check the City website for updates to the Crystal Beach Drive / Bedale Drive / Conniston Avenue / Ullswater Drive / Hexham Road / Whitburn Crescent sewer construction project.

Accessibility

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. If you require special accommodation, please contact the On-Site Inspector or the Contractor’s Representative noted below.

On-street parking and traffic

Full road closures of Crystal Beach Drive, Bedale Drive, Conniston Avenue, Ullswater Drive, Hexham Road and Whitburn Crescent will be required, although access for local traffic will be maintained.  The Contractor is required to ensure that homeowners have access to their properties. In the event that access to your driveway is restricted due to construction activities, a temporary On Street Parking Permit (orange form) will be issued by the on-site Inspector to authorize on street parking within a few blocks of your residence.

Carling Avenue will remain open to traffic throughout the project, however periodic lane reductions will be required to accommodate construction.

Public transit (OC Transpo)

Transit service route 152 on Crystal Beach Drive will be temporarily detoured via Ullswater Drive to accommodate construction. Additional information will be posted on the OC Transpo website when it becomes available. Please visit OCtranspo.com for more information.

Construction disruptions

Taggart Construction Ltd.  is assuming full responsibility for the construction work until it is entirely completed. They will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration.  We would like to thank you for your patience and co-operation.

Impact on the right-of-way and adjacent private properties

The road and sewer construction is within the City’s right-of-way but may result in some disruption to part of the private property directly adjacent to the work. Lawns, pathways, gardens and/or driveways may be disturbed. The affected areas will be reinstated as soon as possible after construction is completed, at no cost to you. However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you may care to move the plants in preparation for the construction work.

You may feel vibrations at your home or business due to the use of the heavy equipment needed to complete this work. This is quite common and not usually a problem.

Pre-construction survey

Taggart Construction Ltd. is assuming full responsibility for the construction work until the construction project is entirely completed.

The Contractor is also required by the City to carry liability insurance before any work may proceed. You may be asked by the contractor’s insurance agent for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

Private water services

One element of the construction project will include the replacement of the small water pipe that supplies water to your property, known as the “water service.”  The water service extends from the watermain to your building. Part of the water service is located within the City’s property and part of the water service is located on your private property. This construction project will replace that part of the water service that is located on the City-owned property.  The City will only replace the City-owned portion of the water service between the watermain and your front property line. This will be done at no cost to you.  The private section of the water service (on your property) between the front property line and your building is known as the private water service. The private water service will not be replaced as part of the City project.

If your house/building was built prior to 1958, there is a possibility that your private water service may have been constructed using lead pipe (modern pipes are copper or HDPE). There is information available on the City’s website Ottawa.ca regarding lead in drinking water, how to determine if you have lead plumbing pipes and the City’s Lead Pipe replacement Program.

If you decide to replace your private water service because of existing lead pipe or simply preventive maintenance due to the pipe’s age, there are a few options available for you to consider.  In all cases, you as the property owner are responsible for the cost of this replacement as you own the pipe located on your property. 

Option 1

You may choose to do the work yourself by hiring your own contractor.  The only constraint is that you may not carry out your work while the City is working on the street and replacing your water service up to your property line. Concurrent work on your adjacent land may create a safety hazard for the City’s contractor and/or for your contractor. Once the City’s work is complete, you may replace your private water service at any time thereafter.

Option 2

The City does have a Lead Pipe Replacement Program where the City carries out the replacement on behalf of the property owner; however, it is not set up to work with any concurrent City road, sewer or watermain construction. The program covers the replacement of both the private water service and the City-owned portion of the water service when no other City construction is planned.  Since, as part of the current City project, the water service will be replaced up to your front property line, the Lead Pipe Replacement Program will only be available to you up to 2 years after the completion of the planned construction work. Under the Lead Pipe Replacement Program the City cannot replace the private water service until the construction work is completed for the same safety reasons described in Option 1.  Please note that you are responsible for all costs under this program.  Please contact the Water and Wastewater Services Customer Information at 3-1-1 (TTY: 613-580-2401) ext. 22300 if you have further questions about the Program. 

Lawn irrigation systems

If you own a subsurface lawn irrigation system, please notify the City’s Project Manager identified below.

Fire supply interruption

In addition, during construction, water will be supplied to buildings by temporary water lines. Municipal fire suppression will continue during this temporary period. Please note that private home/building fire suppression systems could be impacted as temporary water is being provided for domestic consumption purposes only. If you have a home/building fire suppression system, you are recommended to make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk contact the City’s Fire Services at (613) 580-2424 ext. 15372 (West). We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to our on-site construction inspector, or call the City of Ottawa at 3-1-1.

Overview

Project description

This project consists of the design and construction for the replacement of sanitary sewers along:

  • Crystal Beach Dr.(North of Carling to Ullswater)
  • Bedale Dr. (North of Carling to Crystal Beach)
  • Conniston Ave.(Crystal Beach to Gaynor)
  • Ullswater Dr. (Crystal Beach to Roche)
  • Hexam Rd.(Stillwater to Whtburn), and
  • Whitburn Cres. (From Hexham to +/- 100m East)

There will also be some sections of sidewalk, storm sewer and watermain that are impacted due to the sanitary sewer replacement excavations and will be replaced.  A new concrete sidewalk is to be constructed on the west side of Crystal Beach Drive from Ullswater Drive to Carling Avenue. 

The reconstruction is tentatively scheduled from June 2016 to June 2017. It is anticipated that all of these roads will be closed and open to local traffic only during construction. Temporary detouring of OC Bus Route 152 maybe required when work is being completed on Crystal Beach Drive. No night time work is anticipated.

Further information concerning this municipal rehabilitation project will be provided at a public information session planned for fall 2015.

Notice of New Sidewalk - November 2015

The City of Ottawa is currently in the design process for the above-mentioned construction project.  This construction activity is anticipated to commence in the spring/summer of 2016.  The purpose of this project is to replace the sanitary sewer within the project limits. There will also be some sections of sidewalk, storm sewer and watermain that are impacted due to the sanitary sewer replacement excavations which will be replaced.  House services will be reinstated up to the property line. 

Please be advised that as part of the project a new concrete sidewalk is to be constructed on the west side of Crystal Beach Dr. from Ullswater Dr. to Carling Ave.  This sidewalk will be located adjacent the roadway curb. 

A Public Open House will be held on Thursday, November 26th, 2015 from 6:30 to 8:00 p.m. at Maki House (Sullivan Room) located at 19 Leeming Dr, Nepean, ON K2H 5P6.

Introduction

The City of Ottawa has identified a requirement to provide sanitary sewer upgrades on Crystal Beach Dr. (North of Carling to Ullswater), Bedale Dr. (North of Carling to Crystal Beach), Conniston Ave. (Crystal Beach to Gaynor), Ullswater Dr. (Crystal Beach to Roche), Hexham Rd.(Stillwater to Whitburn), and Whitburn Cres. (From Hexham to +/- 100m East). As part of the project there will also be some sections of sidewalk, storm sewer and watermain that will be are impacted and replaced due to the sanitary sewer replacement. A new sidewalk will be constructed on the west side of Crystal Beach. Roadways will be resurfaced in 2017. 

Specifically, the work required includes:

  • Replacement of sanitary sewers and services within the Right-of-way.
  • A new sidewalk on the west side of Crystal Beach Drive.
  • Installation of Additional Hydrants.
  • Landscaping reinstatement.
  • Trench reinstatement (2016) and resurface of roadways (2017). 

Final asphalt placement and completion of the project is anticipated in spring/summer 2017.
