Construction notice - April 2017

Beginning the week of May 1, 2017, the City of Ottawa will begin construction work in your neighbourhood. This work is being conducted to improve the aging infrastructure in your community.

Where: The streets included as part of this project are:

  • Lavergne Street – Garneau Street to Ste. Monique Street
  • Jolliet Avenue – Beechwood Avenue to Des Peres Blancs Avenue
  • Montfort Street – Baribeau Street to Marier Avenue
  • Ste. Cecile Street - Beechwood Avenue to Des Peres Blancs Avenue
  • Garneau Street – Jolliet Avenue to Lavergne Street
  • Ferland Street – Jolliet Avenue to dead-end
  • Frechette Street – Jolliet Avenue to Lavergne Street and east to dead-end
  • Ste. Monique Street – Jolliet Avenue to Lavergne Street
  • Hector-Hotte Way – Jolliet Avenue to Marquette Avenue
  • Perrier Avenue – Lavergne Street to Duford Street

Who: The City of Ottawa has retained the Contractor, Excavation Loiselle Inc., to complete the work.

Why: The purpose of the project is to renew the aging infrastructure on the affected streets.

What: Specifically, the works proposed include the rehabilitation and/or replacement of:

  • Sidewalks and roadway pavement structure
  • Watermains and sewers
  • Lateral services to the property line

When: This work is tentatively planned to begin the week of May 1, 2017. The majority of the work will be carried out from May to December 2017. The final layer of asphalt and landscaping reinstatement may be left to be competed in the Spring/Summer of 2018.

Accessibility

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. If you require special accommodations, please contact the undersigned.

Construction disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise, dust and vibration. We would like to thank you for your patience and co-operation.

Traffic and parking

As part of the construction, the above mentioned streets will be temporarily closed to through traffic. Local access will be maintained to residents, business owners and emergency vehicles.

The Contractor is required to provide 24 hour notification of temporary loss of access/egress to your property. A Temporary On-Street Parking Permit will be made available to permit on-street parking within two blocks of your residence when these disruptions occur.

Lead pipe water pipes

For those homes with a lead water pipe supplying water to the water meter, there is information regarding the City’s Lead Pipe Replacement Program available on the City’s website, Ottawa.ca, or call 3-1-1.

Temporary water services

In addition, during construction, water will be supplied to buildings by temporary water lines. While your property will be on this temporary service, your water usage will be estimated since the temporary service is not metered.  Your water bill will be based on your past average water usage.  If you have any questions please contact Revenue at (613) 580-2444 or WS-Billing@ottawa.ca.

Municipal fire suppression will continue during this temporary period. Please note that private home/building fire suppression systems could be impacted as temporary water is being provided for domestic consumption purposes only. If you have a home/building fire suppression system, it is recommended that you make arrangements with a fire protection services company and in order to determine the extent of any impact. For information on minimizing your fire risk contact the City’s Fire Services at (613) 580-2424 ext 15371 (East) or ext 15372 (West).

We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to our on-site inspectors, or call the City of Ottawa at 3-1-1.

Pre-construction inspection

The Contractor is required to carry out a pre-construction inspection of homes in the work area if the home owner is in agreement.  A representative from the Contractor or designate will be contacting you to schedule these inspections.

As part of this contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities.  In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site Representative.  This will ensure prompt notification of appropriate authorities to complete the claim investigations.

The Contractor is fully responsible for any damage to private property as a result of its construction activities.  If you think that damage has occurred to your property as a result of construction, please contact the Contractor directly.

Welcome

Welcome to the public information session for the integrated road, sewer and watermain renewal project on Lavergne Street, Jolliet Avenue, Montfort Street, Ste. Cecile Street, Ferland Street, Frechette Street, Garneau Street, Ste. Monique Street, Hector-Hotte Way and Perrier Avenue.

The purpose of this public information session is to present the proposed roadway geometry design and to inform residents and business owners of the upcoming construction activities, to discuss proposed changes in roadway geometry and to provide an opportunity for property owners and residents to comment.

Other work in the area

  • Rehabilitation of the road with new pavement structure and the replacement and rehabilitation of existing sidewalks.
  • Addition of a new sidewalk on:
    • Garneau Street from Jolliet Avenue to Lavergne Street
    • Lavergne Street from Garneau Street to Ste. Monique Street
    • Frechette Street from Jolliet Avenue to Lavergne Street
    • Ste. Cecile Street from Ste. Monique Street to Des Peres Blancs Avenue
    • Perrier Avenue from Lavergne Street to Duford Street
  • Road geometry and alignment modifications including the narrowing of paved surface on all roadways.
  • Modifications to on-street parking.
  • Replacement of select watermain, storm sewers and sanitary sewers with service laterals to the property line.

Schedule

  • The design is currently underway, and tendering is expected by the end of the winter 2017.
  • Construction is expected to begin in the spring/summer of 2017. Final paving and landscaping is expected to be completed in the spring/summer of 2019. More specifically:
    • Construction of underground services and roads in 2017 and 2018.
    • Final paving and landscaping in the spring/summer of 2019.

Notice of project commencement - design

November 2015

Beginning in November, the City of Ottawa will commence design work for the rehabilitation of Lavergne Street, Jolliet Avenue, Montfort Street, Ste. Cecile Street, Ferland Street, Frechette Street, Genest Street, Garneau Street and Ste. Monique Street. This work is being conducted to improve watermains, sanitary sewers and roadway infrastructure in your community.

Who: Design consulting firm, J.L. Richards Limited, has been retained by the City of Ottawa to develop preliminary and detailed design drawings and specifications for a construction contract that is to follow the design assignment.

Why: Due to the age and condition of existing sewers and watermains, the City of Ottawa will be proceeding with preliminary and detailed design and construction to upgrade the underground and surface infrastructure on the streets mentioned above.

What: Work will involve the design of watermains, sanitary sewers, storm sewers, full road / curb, and landscaping work. The design will detail the installation of new water services, sanitary laterals, and storm sewer laterals from the sewer / watermains to the property line. Some properties have been identified for extraneous flow investigations to try to redirect storm water from the sanitary sewer to the storm sewer. The homes which have been identified as possible candidates for extraneous flow removal will be contacted separately.

When: The design work will be conducted through to the fall of 2016. Construction is currently expected to commence in the spring of 2017 and run through the fall of 2018. Typically construction will occur from May 15 through November 15, with a winter shut down period. The construction schedule will be confirmed through the detailed design process.
