The City of Ottawa invites you to attend an Open House to discuss a construction project planned in your neighbourhood. Preliminary Design drawings will be on display for your review, and staff will be available to provide information and receive comments.

Why: The City is designing and will be constructing new watermains and sanitary sewers in Old Ottawa South to upgrade infrastructure that has reached the end of its service life.

What: The proposed work will renew infrastructure in your neighbourhood and will involve the construction of new watermains and sanitary sewers along with full road reconstruction. House services will also be replaced up to the property line. Cycling lanes on Aylmer Avenue in the eastbound direction, and on Seneca Street in the southbound direction, will be implemented through pavement markings.

When: The City is planning construction activities within the project limits from May 2018 to June 2020, with winter shut down periods from November to April.

Where: The project limits are:

  • Aylmer Avenue from Bronson Place to Seneca Street (cycling lane extends to Bank Street)
  • Carlyle Avenue from Woodbine Place to Dead-end
  • Colonel By Drive (under pathway) from Carlyle Avenue to Fulton Avenue   
  • Downing Street from Carlyle Avenue to Seneca Street
  • Fulton Avenue from Woodbine Place to Bronson Place
  • Pansy Avenue from Carlyle Avenue to Seneca Street
  • Seneca Street from Grove Avenue to Colonel By Drive (cycling lane extends to Cameron Avenue)
  • Woodbine Place from Fulton Avenue to Seneca Street
  • Glen Avenue from  Grove Avenue N/S to Seneca Street
  • Grove Ave N/S from Glen Avenue to Grove Ave E/W (Brewer Arena)

At the Public Open House, residents are able to drop in during the hours noted above and review the preliminary plans for the project. Representatives from the City, the design consultant and the Ward Councillor’s office, will be available to discuss the project and to answer your questions.

Project description

The City of Ottawa is undertaking the preliminary and detailed design for the renewal of the northwest portion of Old Ottawa South. The project area is predominantly bounded by Bronson Place to the west, Colonel By Drive to the north, Seneca Street to the east and Sunnyside Avenue to the south. A three block section along Seneca Street extends south to Grove Avenue, and captures a section of Glen Avenue and Grove Avenue near the Brewer Arena. The existing watermain, sanitary sewer and road infrastructure has reached the end of its useful life and is in need of upgrading to provide the required level of service to your neighbourhood. The City has identified the need for reconstruction of the following works for the roads below (watermain and sanitary sewer implied unless otherwise stated):

  • Aylmer Avenue (Bronson Place to Seneca Street)
  • Carlyle Avenue (Woodbine Place to Dead End)
  • Colonel By Drive (parkland) (Carlyle Avenue to Fulton Avenue) - remove watermain dead-ends
  • Downing Street (Seneca Street to Carlyle Avenue)
  • Fulton Avenue (Woodbine Place to Dead End)
  • Glen Avenue (Seneca Street to Grove Avenue N/S)

Public involvement

A public information session is expected to be held early Spring 2017 to present the preliminary design drawings to the public. At this time attendees will be able to review the design, ask questions and provide comment on the proposed works. An additional detailed design public information session would likely take place late Fall 2017 to show the final changes to be implemented.

Project commencement (August 2016)

The City of Ottawa has commenced design work for the rehabilitation of the northwest portion of Old Ottawa South. The project area is predominantly bounded by Bronson Place to the West, Colonel By Drive to the north, Seneca Street to the east and Sunnyside Avenue to the south. A three block section along Seneca St. extends south to Grove Ave, and includes work along Glen Avenue and Grove Avenue near the Brewer Arena. This work is being conducted to improve watermains, sanitary sewers and roadway infrastructure in your community.

Who: Mcintosh Perry Consulting Engineers Ltd has been retained by the City of Ottawa to develop Preliminary and Detailed designs for a construction contract that is currently scheduled to begin construction in 2018.

Why: Due to the age and condition of existing sewers and watermains, the City of Ottawa will undertake the preliminary and detailed design and construction to upgrade the underground and surface infrastructure. Watermains and sanitary sewers originally installed between 1908 and 1927 are in need of upgrading to maintain the level of service required for your community.

What: Work will involve the design of watermains, sanitary sewers, full road / curb, and landscaping reinstatement work within the City’s right-of-way. The design will detail the installation of new water services, sanitary laterals, and storm sewer laterals from the sewers / watermains to the property line. Modifications to sidewalk widths, and provisions for cycling improvements will be investigated as part of the design. It is expected that confirmatory field investigations may be required to determine service connections and grading tie-ins for private properties, and if required these residents will be contacted directly. When: Design work has already commenced and will include geotechnical investigations, supplementary survey work, and field investigations. The design is expected to be completed by winter 2018. Construction is currently expected to begin in mid-May of 2018 and run through the fall of 2019. Typically construction will occur between late spring through to late fall, with a winter shut down period. This schedule will be confirmed through the detailed design process.

Environmental assessment and public involvement

The project is pre-approved under Ontario’s Municipal Class Environmental Assessment (EA) guidelines for reconstruction of existing facilities to provide operational, maintenance or other improvements
