Roger Stevens Drive Sidewalk

Construction Notice - June 2016

In summer 2016, the City of Ottawa will begin construction work in your neighbourhood.  This work is being conducted to improve the sidewalks in your community. 

Who: The Contractor, Adria Concrete & Paving Ltd., will be performing the construction work for the City of Ottawa. 

Why: The City of Ottawa will be replacing sidewalks on the north side of Roger Stevens Drive between Perkins Drive and Fourth Line Road. 

What: Work will involve the, removal and replacement of existing sidewalks and curbs, as well as catch basin adjustments. During the construction there may be temporary lane reductions and parking restrictions.

When: This work is tentatively planned to begin late June 2016. Completion is anticipated by late October 2016, weather dependent.

Where:  The work will occur on Roger Stevens Drive from Perkins Drive to Fourth Line Road.

Accessibility

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. If you require special accommodation, please contact the Contractor’s Representative or the City’s Project Manager noted below. 

Construction Disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, parking restrictions, and noise. We would like to thank you for your patience and co-operation.

Impact on the Right-of-Way and Adjacent Private Properties

The reconstruction is within the City’s right-of-way but may result in some disruption to part of the private property directly adjacent to the work.  Lawns, pathways, gardens and/or driveways may be disturbed.  The affected areas will be reinstated as soon as possible after construction is completed, at no cost to you.  However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you may want to move the plants in preparation for the construction work.

Overview

Project Limits and Scope

The City of Ottawa is currently undertaking the design for improvements to the Roger Stevens Drive sidewalk.  The design will include the following elements:

  • Excavation/installation of replacement concrete sidewalk on the north side of Roger Stevens Drive from Perkins Drive to Fourth Line Road.
  • Minor drainage improvements such as ironworks adjustment and grading.
  • Reinstatement of affected roadway, driveways and entrances, and landscaping.

Project Need

The north sidewalk on Roger Stevens Drive from opposite Perkins Drive to Fourth Line Road is due for rehabilitation based on condition, and an upgrade to a 2.0m wide concrete sidewalk is necessary to align with the Ottawa Pedestrian Plan.

Preconstruction Notice - April 2016

Beginning in June 2016, the City of Ottawa will begin construction work to rehabilitate the sidewalk on the north side of Roger Stevens Drive from Perkins Drive to Fourth Line Road. 

Why: The City of Ottawa will be proceeding with construction due to the age and condition of the existing sidewalk.

What: Work will involve the replacement of deficient asphalt and concrete sidewalk with new concrete sidewalk.  There will also be repairs and modifications to some drainage structures. 

When: Work is tentatively planned to begin in June 2016. The work is tentatively scheduled to be completed in late August 2016.

The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7:00 a.m. and 10:00 p.m.  On Saturdays, work is permitted between 7:00 am and 10:00 p.m. while Sunday and statutory holiday work is allowed between 9:00 a.m. and 10:00 p.m.  Normal construction hours will be weekdays from 7:00 a.m. to 6:00 p.m.  This will be modified as needed, for example if weather affects the schedule, or if conditions change.  

Where: Construction activities will occur on Roger Stevens Drive from Perkins Drive to Fourth Line Road.  During construction through-way traffic will be permitted on Roger Stevens Drive.     

Every effort is being made to reduce the duration of the construction impacts in your community.

On-Street Parking & Traffic 

The Contractor is required to ensure that homeowners have access to their properties.  In the event that access to your driveway is restricted due to construction activities, a temporary On Street Parking Permit (orange form) will be issued by the on-site Inspector to authorize on street parking within a few blocks of your residence. 

Construction Disruptions 

The contractor will assume full responsibility for the construction work until it is entirely complete in 2016.  They will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration.

The sidewalk and drainage reconstruction is within the City’s right-of-way but may result in some disruption to part of the private property directly adjacent to the work.  Lawns, pathways, gardens and/or driveways may be disturbed.  The affected areas will be reinstated as soon as possible after construction is completed, at no cost to you.  However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you may care to move the plants in preparation for the construction work. 

You may feel vibrations at your home or business due to the use of heavy equipment needed to complete the construction project.  This is quite common and not usually a problem.  

Pre-Construction Survey

The Contractor is also required by the City to carry liability insurance before any work may proceed.  You may be asked by the contractor’s insurance agent for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes.  It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete.  In addition, you may wish to complete your own survey of pre-construction conditions on your property.  Your survey should include photographs.
