Innovation Park and Ride

Construction Notice - March 2016

The City of Ottawa will start construction work near your neighbourhood.  This work is being conducted to construct the new Innovation Station and Park and Ride Facility southwest of the Innovation Drive and Terry Fox Drive intersection.

Who: Karson Asphalt Paving Inc. will be completing the work for the City of Ottawa.

Why:  The City of Ottawa will be constructing a new transit station and park and ride facility including new intersections on Terry Fox Drive and Innovation Drive to provide access to the facility. 

Where: The site location boundary is Terry Fox Drive to the north, Innovation Drive to the east, Goulbourn Forced Road to the south and the Hydro One transmission corridor to the west. 

What: Work will include:

  • New signal controlled intersections on Terry Fox Drive and Innovation Drive for access to the facility including roadway widenings to provide turning lanes;
  • New transit station, bus-lay-by and bus turnaround;
  • New transit only connection to Goulbourn Forced Road;
  • Two new access roads through the transit station and park and ride facility including a parking lot with capacity for 252 vehicles;
  • New multi-use pathway through the site between Terry Fox Drive and Goulbourn Forced Road. 

When:  The work is tentatively planned to begin the week of March 28th.  Construction of the facility is anticipated to be completed in late 2016 with final landscaping completed during the spring of 2017. 

Please note that the City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7 a.m. and 10 p.m.  On Saturdays, work is permitted between 7 a.m. and 10 p.m., while Sunday and statutory holiday work is allowed between 9 a.m. and 10 p.m.

Construction Disruptions 

Karson Asphalt Paving Limited will be assuming full responsibility for the construction work until it is entirely complete.  The Contractor will take every precaution necessary to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays when travelling by the construction zone, noise, dust and vibration.  We would like to thank you for your patience and co-operation.  Every effort is being made to reduce the duration of the construction impacts in your community.

Overview

Project Overview

The Innovation Park and Ride project includes the preliminary, detail design and tender package of a park and ride facility at Terry Fox Drive and Innovation Drive on the south side of the intersection. The design includes platforms, shelters, bus turnaround, pedestrian & cycling connections, lighting, traffic and parking spaces. The design is being carried out for the entire park and ride facility and the construction will be carried out in multiple phases. Phase 1 includes the entire facility and approximately 300 parking spaces. Phase 2 includes approximately 500 parking spaces will be added to maximize entire space available.  Land has been purchased but the previous property owner has the option of retaining 2 acres for retail.  Access and parking layout options have been considered during the functional design with input from Transit Services and Planning.

The City has retained Stantec Consulting Ltd., a local engineering consulting firm, to prepare the design and tender package documents for the park and ride facility.

Design (Complete Site) and Construction (for Phase 1 only): $8.3M

#2 - Introduction

The City of Ottawa is designing and will be constructing a new Park and Ride facility at the southwest corner of Innovation Drive and Terry Fox Drive. This new facility is identified in both the City of Ottawa’s Transportation Master Plan and the Official Plan. 

This current work involves Phase 1 of the Innovation Park and Ride facility. The construction work required includes the following:

New signal controlled intersections on Terry Fox Drive and Innovation Drive to access the facility, including widenings for auxiliary lanes;

  • A new transit station, bus lay-by and bus turnaround;
  • Two new access roads through the park and ride;
  • New transit only access to/from the park and ride via Goulbourn Forced Road;
  • A parking lot with capacity for 252 vehicles;
  • A stormwater management pond and drainage ditch; and
  • A tree clearing contract will be undertaken during the fall of 2015.

 Phase 1 of the Innovation Park and Ride facility is anticipated to be in operation by the Fall 2016.

  • The Project Team will review and evaluate comments from the public and agencies.
  •  The Project Team will finalize the detailed design for Phase 1 of the Innovation Park and Ride facility and proceed to tender.
  •  The tree clearing contract will proceed within the next few months.
  •  The Phase 1 contract is expected to be awarded in Winter 2016 and construction is anticipated to begin during Spring 2016. The Park and Ride facility is expected to be in operation in late Fall 2016. Landscaping works will be completed during Summer 2016.

The City of Ottawa invites you to attend a Public Information Session to discuss a construction project planned in your neighbourhood.

Why: The City will be designing and constructing a new Park and Ride facility at Innovation Drive/Terry Fox Drive. This new facility is included in both the Transportation Master Plan  and the Official Plan.

What: Construction of Phase 1 of the Innovation Park and Ride, including: new intersections on Terry Fox Drive, Innovation Drive and Goulbourn Forced Road to access the facility; and a transit station, parking lot and access roads within the facility.

When: Construction of Phase 1 of the Park and Ride is scheduled to begin in the spring of 2016, although the City will be clearing the site of trees during the fall of 2015.

Where: The site is bordered by Terry Fox Drive, Innovation Drive, Goulbourn Forced Road and the Monk Environmental Park.

At the Public Meeting you will be able to review the preliminary plans for the entire project. Representatives from the City, the design consultant and the Ward Councillor, Marianne Wilkinson, will be available to discuss the project and to answer your questions.
