Project Overview

Project Phases and Limits

The City of Ottawa is in the process of planning, designing and reconstructing portions of Wellington Street West and Somerset Street West. The phases and limits of this reconstruction project are shown below and defined as:

  • Phase 1: Wellington Street West from Western Avenue to Parkdale Avenue
  • Phase 2: Wellington Street West from Parkdale Avenue to Bayswater Avenue, together with Pinhey Street from Wellington Street to Armstrong Street, and also including improvements to Parkdale Avenue along the Parkdale Market
  • Phase 3: Somerset Street West from Spadina Avenue to Preston Street

Project Scope

The proposed street reconstruction works include the introduction, rehabilitation and/or replacement of:

  • Watermains, sanitary, storm and combined sewers
  • Lateral services to the property line
  • Utilities as required, including reconstruction of Bell Canada ducts
  • Traffic control signal system
  • Road structure and pavement
  • Street lighting and signage
  • Transit facilities, cycling facilities, and sidewalks
  • Opportunities for street amenities including landscaping and public art

Project Basis

The existing street infrastructure has reached the end of its life cycle, and the City has identified the need for reconstruction. These portions of Wellington Street and Somerset Street are designated as Arterial Road and Traditional Mainstreet in the City of Ottawa Official Plan. They are also designated as part of a Transit Priority Corridor. Accordingly, the construction project will have regard for the street’s planned function as a strategically important multi-modal, mixed-use arterial road corridor.

Project Timing

The project’s planning and design process has been ongoing since fall 2006, including the preparation of a functional plan in 2007 and preliminary designs in 2008. The project has benefited from various community involvement activities, including numerous Continuity Task Force (citizen’s group) meetings, public open houses, newsletters and individual meetings.

For Phase 1, the detailed design and tendering process was completed in winter 2008, and the project commenced construction in spring 2008. This phase was substantially completed in November 2008. Follow up work will proceed during spring and early summer 2009.

For Phase 2, the detailed design and tendering process will be completed in winter 2009, with construction scheduled to commence in April 2009. See Construction Updates and Timing page for project update information, including on public involvement opportunities.

For Phase 3, detailed designs will be completed in winter 2010. Construction could commence as early as spring 2010, dependant on budget priorities.
