Notice of Completion

The City of Ottawa has completed an environmental assessment study, which examined future intersection needs at Terry Fox Drive / Innovation Drive / Flamborough Way / Goulbourn Forced Road. The extension of Terry Fox Drive west of Flamborough Way / Innovation Drive would create a fifth leg to the existing Terry Fox Drive / Goulbourn Forced Road / Flamborough Way / Innovation Drive intersection. This is an undesirable condition for traffic safety and traffic operation reasons. The study has recommended the construction of a 150-metre road connecting Goulbourn Forced Road with Innovation Drive.

The study recommendations are documented in the Project File that is now available for public review. The Project File describes the purpose, rationale, recommended plan, and mitigation measures for the study. This project followed the process for a Schedule “B” project in accordance with the Municipal Class Environmental Assessment (2007).

Consultation in the form of Agency Consultation, a Public Open House, landowner/business meetings and presentation at a Ward Council Meeting formed an integral part of the assessment process. This afforded those who might be affected by the proposed roadway with opportunities to influence its planning.

The public review for this project begins on August 14, 2009. Written comments or concerns may be submitted until September 18, 2009 to:

If concerns regarding this project cannot be resolved in discussion with the City of Ottawa, a person/party may request that the Minister of Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order). This request must be received by the Minister (at the address noted below) prior to September 18, 2009. A copy of the request shall also be sent to the City of Ottawa, at the address noted above. If there are no requests received by September 18, 2009, the project will proceed, provided that funding is available, to design and construction as presented in the Study.
