Committee recommend Council enact the Parks Dedication By-law, attached as
Document 1, to formally dedicate all properties listed on the City’s Inventory
of Parks as currently posted and periodically updated by City staff on
Ottawa.ca, as parkland and to declare that such property be used for public
recreation purposes.

That the Community
and Protective Services Committee recommend that Council:
1. Delegate to Community and Protective
Services Committee the authority to waive section (41) (4) under the purchasing
By-law in order to allow Committee to consider donation requests for surplus
stock.
2. Subject to
approval of Recommendation 1 above, the exercise of this delegated authority
shall be reported to Council on an annual basis.

That the
Community and Protective Services Committee recommend that Council approve the
following:
1.
The Housing and Poverty Reduction
operating investments (investment envelopes 1 through 6) as outlined in the
table attached as Document 1 and summarized in the chart attached as Document
2.
2.
Direct that the Administrator of Housing
Services,
a)
issue requests for proposals and enter
into contribution agreements with not-for-profit corporations and/or
cooperatives in accordance with the City’s Grants and Contributions Policy that provide for the terms, conditions, use and
accountability in order to implement the proposed investments as described in
Document 1 investment envelopes 1 through 6, and
b)
enter into agreements with
not-for-profit, cooperatives and/or private sector landlords to administer rent
supplements in accordance with the Social Housing Reform Act, 2000’s basic
eligibility criteria, but utilizing the shelter allowance as permitted by the
Ontario Work Act, 1997 and the Ontario Disability Support Program Act, 1997, to
implement the proposed rent supplements described in Document 1, investment
envelope 4.
3.
Direct that the Director, Real Estate
Partnership & Development Office have delegated
authority to purchase or lease real property as outlined in Document 1,
investment envelope 5, up to $3,000,000 in accordance with the principles
outlined in the City’s Real Property Acquisition Policy.

That the Community and Protective Services
Committee recommend that Council:
1. Authorize the Deputy City Manager, City Operations to
finalize and execute a Municipal Capital Facilities Agreement (Document 1) for
the premises owned and occupied by the Ottawa Humane Society at 245 West Hunt
Club Road, and enact the associated by-law (Document 2) such that the exemption
of taxes for municipal and school purposes and of municipal development charges
be based on the portion of the facility that will be occupied for the provision
of municipal animal shelter and ancillary services (38.1%) and provided that:
a) An off-setting amount be provided to the Ottawa Humane
Society for education development charges for the above-noted portion of the
facility from the Provision for One-time and Unforeseen Expenditures ($16,300);
and,
b) The municipal portion of the planning application and
building permit fees be funded from a transfer from the Provision for One-time
and Unforeseen Expenditures ($53,900); and,
2. Approve that the City enter into a 25-year deferral
agreement for municipal development charges related to the remaining portion
(61.9%) of the facility.

6. NORTH BLUFF PARK IN RIVERSIDE SOUTH BE
OFFICIALLY NAMED NIMIQ PARK

WHEREAS the City of Ottawa’s economic
development strategy aims to build an innovative knowledge based economy;
WHEREAS it is important for the City of
Ottawa to recognize the importance of our technology sector in the City of
Ottawa;
WHEREAS Telesat
Canada is a major employer in the City of Ottawa and is an international leader
in satellite technology and has a long history of supporting local charities;
WHEREAS Telesat
employs a range of satellites named Nimiq which is an
Inuit word meaning a force which binds things together;
WHEREAS
the City of Ottawa’s emergency services recommend distinct park names in order
avoid miscommunications during emergency dispatching and response;
WHEREAS
the City Solicitor has advised that the name Nimiq
does not fall under the commemorative naming process and emergency services has
cleared the name “Nimiq” for the purposes of 911;
WHEREAS
representatives from Telesat has approved the use of
the name “Nimiq” for the park;
WHEREAS
the Riverside South Community Association has been consulted on the proposed
name;
THEREFORE
BE IT RESOLVED that North Bluff Park on North Bluff Street in Riverside South
be officially named parc Nimiq
park.
